Clearing needinfo on old bugs - I am no longer working on Mozilla. Not sure if this was ever resolved.

Hello!
This is my first PR with FF/Mozilla, so go easy on me. I tried to look for the easiest beginner issue, just to get my feet wet, and it seemed like all that needed to happen here was to make the Debug Script button show up on a tab hang in Nightly as well as developer mode. Since that constant is already exposed, it's just a one-liner patch. Let me know if I misinterpreted the issue, or missed something in the implementation that needs to be changed.
Hopefully I can start tackling some issues with some complexity next :P

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.

Sorry I missed this at the time, but it just looks like this one line in the test that failed needs to be adjusted to also return 2 if AppConstants.NIGHTLY_BUILD is true.

I fixed the test and I've attempted to reland.
