Cooper Howard, also known as The Ghoul, is a character in the Fallout Television Series.
Background[edit]
Pre-War[edit]
Before the war, Cooper Howard was an actor that starred in films such as Gun, Under the Covers, Valley of the Gun, The Man From Calabasas, A Man and His Dog, and The Man from Deadhorse.
He served in the U.S. Marines during the Sino-American War, taking part in the Alaskan Reclamation Operation.[3][4] During his time serving, he wore T-45 Power Armor. During a battle on an Alaskan island, Cooper and Charles Whiteknife were sent to find a missing squad, Raider 3. After their armor began malfunctioning, Cooper sent Charles back to base against orders and proceeded alone. After he was attacked and incapacitated by a group of Chinese Soldiers led by Wenjie, he was rescued by the intervention of a Deathclaw which had been deployed on the island.[5]
After he returned, Cooper Howard worked as a film actor for California Crest Studios,[6] and advertisements for corporations such as Vault-Tec. Some years later, Cooper Howard was working as a cowboy performer wearing his Deadhorse costume at Roy Spencer's birthday party with his daughter, Janey, and his horse, Sugarfoot, to pay for his alimony payments.[7] During this party, the Great War happened and the bombs fell on Los Angeles. He is last seen riding away from the mushroom cloud on Sugarfoot with Janey.
Post-War[edit]
Following the Great War, Howard ghoulifed, and became a bounty hunter known only as "The Ghoul" with a reputation of being a "supreme badass", now wearing a modified version of the outfit he wore on the day of the war.[8] Howard spent years traveling the United States, hunting bounties and searching vaults in the hopes of discovering what happened to his wife and daughter.[9] In 2105 his search brought him to Vault 76 in West Virginia where he learns from a Vault Dweller that his family is not inside.[10] Settling down temporarily in the Last Resort in Highway Town, Cooper began a business where he acts as a middleman, contracting other bounty hunters to do the work.[11] Cooper does not appreciate competition and has killed several other Bounty Hunters over the years.[12]
While visiting Novac, Howard purchased a soda from a woman by the name of Darla, who he believed to be a reasonable woman.[13] Some time after, he was captured by and imprisoned in the Cementerio by Dom Pedro, in a coffin connected with IV tubes of RadAway hanging from a cross. He was exhumed once a year for Dom Pedro to cut "some pieces off" and put him "right back in the ground".[14] He would remain here until 2296, when he was dug up one last time by Honcho, Slim and Biggie, to offer him a bounty to track down someone from the Enclave that is going to meet Moldaver.[15] He proceeds to kill them and take their bounty.
After the War, The Ghoul relies on his lever-action rifle, a combat knife, and a custom revolver that uses ammo with "Boom!" engraved on the bullets. He wears a cowboy-like set of clothes, including a duster, a brimmed hat. He carries his equipment and his Vials that are used to keep him from turning into a Feral Ghoul in horse saddlebags hanging off his shoulder, as well as a holsters for his rifle, knife and pistol.

S1E1 - The End
Past
Spencer Residence
On October 23, 2077, Cooper Howard, a former U.S. Marine and aging actor, works as a show cowboy at the birthday party of eight-year-old Roy Spencer, accompanied by his daughter Janey. While he performs a lasso trick outside, Roy's mother sets up the birthday cake inside the house, eagerly shutting off a radio and interrupting the News Anchor on the television, in an attempt to direct everyone's attention away from the threat of nuclear war and toward her son's birthday party.
Outside, Cooper calls over Roy and lifts the boy up on his horse Sugarfoot, so that Roy's father Bob can take pictures of the two. Bob's acquaintance Frank stands next to him and asks him why the famous actor works on children's birthday parties, to which Bob replies, "Alimony, what else!"
Janey overhears the conversation and asks her father what they were talking about. Cooper deflects the question by telling his daughter that they said that she is a good assistant. After another picture, Cooper removes Roy from the saddle, and Bob asks him to pose with his wife for another shot. Bob then asks Cooper to give his signature "Thumbs Up," but he refuses to do so. Mrs. Spencer pays Cooper and then directs everyone inside the house to cut the cake. While Cooper and Janey proceed to gather their show utensils, Frank calls Cooper a "pinko" behind his back.
Inside the house, cake is being handed out, and Roy walks over to the tv to switch it on. On it, a Weather Newscaster states his difficulties in forecasting the next day's weather, due to the looming danger of nuclear war. Mrs. Spencer intervenes immediately by switching channels, and after a short Sugar Bombs sponsorship announcement, the cartoon Grognak & the Ruby Ruins starts to play.
Meanwhile, behind the house, Janey asks her father why he didn't give the "Thumbs Up," to which he replies that it is "grown-up stuff." Cooper then shows her how she can use her thumb to measure the height of a dust cloud after a nuclear attack, something he was taught during his time with the U.S. Marines. While Cooper goes inside the Spencer residence to get her some cake, Janey witnesses a bright flash on the horizon and promptly applies what she had just learned from her father. As Cooper returns with the cake, they witness the oncoming blast wave from a nuclear explosion together, which proceeds to shatter the glass facade of the house.
Cooper then picks up Janey and carries her on his arm. The Spencer family moves toward the shelter outside their house. Frank attempts to gain entry for him and his family, but gets denied and punched by Bob. Other guests flee to their cars, while Cooper and Janey mount Sugarfoot and ride away, with several additional nuclear detonations in the background, hitting the greater Los Angeles area.
Present
Cementerio
Outside a cemetery on the surface. An armed guard starts rolling a cigarette, when his chest is suddenly penetrated by a Doll's foot, fired from a Junk Jet by Biggie, who is accompanied by two other bounty hunters, Slim and Honcho, the latter being the leader of the group.
The trio is searching the graves for a male Ghoul who, according to Honcho, gets dug out every year by orders of Dom Pedro, who then "cuts some pieces off and puts him right back in the ground." They find the correct grave, which has two transparent IV Bags attached to the cross, both of which contain a yellow liquid.
Biggie complains that the badass that they are looking for is a mutant, to which Honcho tells him to show some respect to a potential new co-worker. When Slim asks Honcho how he knows the Ghoul, Honcho corrects him by stating that his father once worked with him. While Slim wonders how long the Ghoul must have been in the ground, Biggie is more concerned about whether he has turned feral or not. Honcho then calms down both of them by presenting a chicken and claiming that Feral Ghouls "can't abide a chicken."
Biggie and Slim then start digging up the grave and finally retrieve the coffin. A rope is attached to the coffin door, and Honcho pulls it to open the coffin. A gloved hand appears on the coffin's frame, and The Ghoul stumbles out of the coffin, coughing and groaning. Both parties exchange words, and when The Ghoul moves and picks up the chicken, Biggie asks Honcho if they should shoot him, but Honcho tells him off.
Honcho then proceeds to inform The Ghoul about a bounty for a certain former member of the Enclave, but gets interrupted, as The Ghoul asks why it should be of importance to him. Honcho explains that the target is fleeing to Lee Moldaver in California, the place that The Ghoul is originally from. The Ghoul replies in a hostile manner when his origin is brought up, and Honcho threatens to bury him again. The Ghoul then kneels down and uses the rope for the coffin door to neutralize Honcho, then overpowers Slim and uses him as a living shield against Biggie, who fires his Junk Jet again, resulting in Slim being hit by several pieces of metal in his chest. The Ghoul then takes Slim's rifle and blows Biggie's head off, and then addresses Honcho before throwing the open coffin back to the grave, with the rope still attached to Honcho pulling him into the coffin.
The Ghoul then exits the cemetery, leaving a happily clucking chicken behind.
S1E2 - The Target
Filly
Howard proceeds to Filly, where he lies in wait in the Corner House, waiting for Wilzig's arrival. When Wilzig arrives in town and meets with Lucy MacLean and Ma June outside of Ma June's Sundries, Cooper makes his move, calling out to Wilzig and approaching him across the town square. Howard inquires if Wilzig is a doctor, stating he is looking for one. When Ma tells him that ghouls are not welcome in Filly, he responds that he is going to make himself welcome. Cooper raises his voice, telling the onlookers that a bounty came through recently from all six agencies, placing a price on Wilzig. Ma June responds that she's been paid a lot of caps to ensure Wilzig reaches his destination safely. As she finishes her sentence, Howard quickly fires his revolver, blowing off Wilzig's foot. As the people of Filly dive for cover, Ma June promises 1,000 caps for whoever successfully kills Howard.
A firefight begins, with multiple individuals trying and failing to kill Cooper. Cooper quickly dispatches several assailants before grabbing a handful of cherry tomatoes and eating them, stating that he has built up an appetite. During the fight, he takes several shots from individuals from a higher vantage point, but shrugs them off. He takes cover, sitting beside a dying man whom he'd shot, and jokingly states that he'd offer him some of the cherry tomatoes if not for the hole in his neck.
Cooper stands up, firing a round towards the shooters, killing them before firing on a woman shooting from within the Dentist Barber. Ma June appears from behind cover, firing on him before taking a round to the leg. The bullet luckily passes through, detonating against the wall behind her rather than. As she clutches her leg, Cooper tosses a handful of caps to the ground, remarking that they are for the tomatoes. As Howard approaches Wilzig, CX404 appears from within the store, pouncing on him to protect her owner. As she attacks, Howard draws a knife and stabs her, to Wilzig's horror.
As Howard stands, Wilzig attempts to crawl away. Lucy steps outside, holding her Tranq Gun, confronting Cooper and demanding that he leave Wilzig alone. Lucy begins attempting to negotiate with Howard, trying to deescalate the situation. In response to this, Ma June shakes her head and remarks, "fucking vault dwellers". Howard attempts to approach, but is stopped when Lucy fires a tranquilizer round into his chest. He pulls it out, laughing, and comments on its ineffectiveness due to him being full of chems. Cooper drops the round, and raises his pistol.
Cooper is interrupted by the arrival of Maximus, arriving in his power armor. He demands that Cooper stand down and identifies himself as Knight Titus of the Brotherhood of Steel. Cooper smiles, remarking, "You've got to be fucking kidding me." before turning to fire on Lucy. Before he can fire, Maximus dives in the way, tackling Lucy through the wall of the store. As he shields her, he instructs her to get Wilzig to safety while he fights Cooper. He stands, firing on Cooper with his T60 Pistol, before accidentally dropping it. He closes the distance on Howard, swinging his fists as he dodges before landing a punch that sends him flying. As he continues to fight, Lucy and Ma June take Wilzig and retreat into the store.
Cooper and Maximus continue their fight, with Maximus flinging Cooper across the town square into a stall. After using his jump jets, however, Maximus' foot breaks through the boardwalk and becomes stuck. While he is stuck, Cooper recovers and begins joking about Maximus' ability to use the armor, equating it to driving a Shopping Cart. He tells Maximus that rule one is to read the manual before using his knife to damage a component in the armor's helmet. Maximus manages to remove his leg, but is off-balance inside his armor as alarms flash inside the helmet due to the damaged component. Maximus attempts to flee the fight, but is hooked by Howard using a tow hitch, and sent pinwheeling. Maximus loses control and rockets away from the town.
Cooper enters Ma June's store to discover his quarry has left. Exiting back out the front, he finds the injured, but still alive CX404, and heals her using a stimpak. Newly healed, she takes off in pursuit of Wilzig, with Cooper following her. As the pair leave the town, the people of Filly begin rebuilding.
S1E3 - The Head
The Past
California Crest Studios
While filming The Man From Deadhorse, Cooper Howard halts production mid-scene, questioning the need in the scene for him to execute Joey Toro, played by his co-star Jorge. After helping Jorge up, he questions Emil Dale, the film's director on the turn the script is taking. He questions Emil, asking why he, as the Sheriff, does not arrest Joey. Emil argues that the audience knows that the sheriff is a good man and would want to see what happens when a good man is pushed too far. Cooper responds that that isn't his thing, and asks if the movie's script writer, Cadillac Bob, is around. Dale pulls him aside, telling him that the studio has fired Bob over allegations of being a communist, to Cooper's shock. Cooper refers to Bob as "a great writer", with Dale responding that he was "one of the best". Emil uses this to explain to Cooper why the new movie is so important, being a "new kind of western" about "the power of the individual when the chips are down". As he talks, Cooper notices his wife, Barbara, standing by the craft services table and excuses himself.
Cooper approaches Barbara, and asks her if she plans on saving any Grape Taffy for anyone else, with her responding that it's actually Lavender Taffy. Cooper questions if Barbara likes lavender, why does she not simply drink a bottle of perfume, with her responding that while some people write off lavender as "an old lady flavor", it's actually a good flavor, equating it to different romantic ideas. Cooper accepts the taffy, placing it in his mouth and immediately regretting it, remarking that it is "the worst thing [he's] ever put in [his] mouth," while Barbara laughs. As Cooper spits the Taffy into a napkin, the pair's daughter, Janey Howard, runs up, asking if she can have some of the taffy. After kissing, Barbara tells Cooper they need to hurry, as "the photographer" is waiting, and hands him a box. Opening it, he finds a Vault Suit, with Barb remarking that they made it in "his color". The trio departs, heading across California Crest Studios, bound for the photo-shoot.
The Present
Soviet Satellite
Having tracked Dr. Siggi Wilzig from Filly with the help of CX404, Cooper finds his now decapitated body leaning against the crashed Soviet Satellite in The Shithole. While taking in the sight, he begins coughing, and retrieves a case of Vials from his saddlebag. Placing the vial in an inhaler, he takes the chem, staving off feralization for now. Noticing Lucy MacLean's trail in the sand, he and CX404 depart in pursuit of her and Wilzig's now disembodied head.
Hollywood Boulevard
Cooper continues following the trail to the flooded Hollywood Boulevard, where he finds Lucy MacLean kneeling next to the water's edge. He holds her at gunpoint, demanding to know where Wilzig's head is, before dumping the contents of her bag on the ground, including her deviled eggs. Lucy admits to having lost the head. Cooper notices a nearby pile of scat and, recognizing it, correctly surmises that the head was taken by a Gulper.
Later, as Lucy protests, Cooper Howard hooks her up to a fishing apparatus, preparing to dunk her into the waters of Hollywood Boulevard. Shoving her into the water, he lets her struggle underneath for a moment before hauling her back up. Sputtering for breath, Lucy tells Cooper that torture is wrong, causing him to laugh. He tells her that back in the day, they would do studies, and one study came out revealing that torture doesn't work. After he says this, he releases her, dunking her back in the water. Hauling her back up, he explains that despite the study's findings, torture persisted, and even increased in frequency. As he says this, he pulls a number of leeches off of Lucy, tossing one to CX404. Ignoring Lucy's pleas, Cooper reveals that he agrees with the study, causing Lucy to question why he is torturing her. Cooper responds that he isn't torturing her, and is instead using her as bait for the Gulper, before dunking her again.
While submerged, Lucy is terrified to spot the Gulper lurking in the water below her, and begins thrashing in an attempt to escape. As the Gulper attacks, it hooks itself on an anchor Cooper set to catch it, causing Cooper to haul it and Lucy out of the water. As the Gulper attacks Lucy, Cooper attempts to kill it with an improvised spear. In the commotion, Lucy throws Cooper's saddlebags into the creature's mouth, before it spits them out and eats one of her boots. The Gulper is then scared off by CX404 biting one of its hands.
Cooper recovers his saddlebags, discovering that his supply of vials has been destroyed. Angered, he points his gun at Lucy, before turning and shouting in frustration. Lucy tells Cooper that he can't treat people like this, as it violates the golden rule. Taking Lucy hostage, Cooper leads her away, telling her that the wasteland has it's own golden rule, "Thou shalt get sidetracked by bullshit every goddamn time." When Lucy questions why they are leaving CX404 behind, Cooper responds that she isn't his.
California Crest Studios
While walking through the wasteland, Lucy and Cooper arrive at the ruins of California Crest Studios. Cooper stops briefly to take a drink of some water from his canteen, causing a dehydrated Lucy to request a drink as well. In response, Cooper pours what remains of his water on the ground before ushering her to continue moving.
As they pass a California Crest Studios Statue, Lucy realizes the Geiger Counter on her Pip-Boy is going off, indicating a high level of radiation. She then notices a puddle of stagnant, irradiated, and polluted water nearby, causing Cooper to mock her. He tells her that not much stays clean on the surface, and that she'll see. She asks him if radiation is why he is the way he is, causing him to respond, "Something like that". Lucy then notices a Vault-Tec Corporation billboard with Vault Boy on it, who then has his face shot out by Cooper.
The Past
California Crest Studios
Cooper exits his trailer wearing the new Vault suit his wife brought him for the photoshoot. Crossing the walkway to the shoot location, he is greeted by Barbara as she wolf whistles at him. Entering the studio, he is greeted by Vault-Tec execs George Yaffe and Sarah Clements. The two thank him for coming, with him expressing that he has never done an advertisement before, and is doing it due to his wife asking him to. He steps in front of the photographer as the crowd applauds. He comments on the tightness of the vault suit, asking if it really blocks radiation, with Sarah saying it does. As the cameraman begins taking photos, Cooper tells the assembled Vault-Tec employees that they are doing God's work, and thanks them on behalf of every "decent American". He then begins posing for the camera, before suggesting that he give a thumbs up, which is approved by George.
S1E4 - The Ghouls
Westside Medical Clinic
Cooper Howard and Lucy MacLean walk through the wasteland before passing by the Westside Medical Clinic. From inside, they hear the voice of a man shouting that his name is Roger, as well as growling. Cooper redirects toward the building, pushing Lucy ahead of him into it. Inside, they find a ghoul by the name of Roger, whom Cooper is familiar with. Cooper greets him as "Rog," with Roger smiling and greeting him back. Roger asks if Cooper is going after the bounty on Dr. Siggi Wilzig, which he confirms. As Cooper puts down his bags, Roger begins convulsing and growling, in the process of going feral. Cooper notes the amount of empty Vials on the ground before asking Roger how he is doing. Roger responds that it's hard and that smoothskins can be unkind, noting that Cooper has a "smoothie" of his own, indicating Lucy, before beginning to growl at her uncontrollably. Cooper points out that Roger is turning feral, to which he responds, "Yeah, maybe." When Roger asks Cooper if he has any vials to spare, adding that he is good for it, Cooper sadly tells him he doesn't. Roger tells Cooper that that's okay, but that he and Lucy should leave before he fully turns, snarling again. He remarks that he did okay, and that he has been able to stave off going feral for 28 years. He adds that Cooper has been able to stave off feralization for longer than anyone, remarking that he must have gone through a lot of vials. Cooper responds that he has always been good at making money.
Cooper stands, asking Roger if he remembers how food used to taste, with Roger responding by mentioning BlamCo Mac & Cheese. Cooper responds by mentioning Ice Cream and Apple Pie. Roger begins laughing at the memory of apple pie and starts telling Lucy something about his mom. Before he can finish, he is shot through the head by Cooper, sparing him from becoming feral and losing himself. Lucy is horrified by this action, demanding to know why Cooper did that. As she stands aghast, Cooper flips Roger over and begins using tools to remove his teeth and flesh from his back. Lucy tells Cooper to stop, saying that it is hard on the surface, but he does not need to resort to Cannibalism. Cooper finally asks her name, pausing when she says her last name is MacLean, before turning back to his task. He tells her that on the surface, "sometimes a fella's got to eat a fella." In response, Lucy tells him that her vault has also endured hardship, and that people starved to death during the Great Plague of '77, including her mother, Rose. She says that her father dropped to 128 pounds and still refused to resort to anything like cannibalism. Cooper laughs, telling her that what people say they did and what they actually did are not the same thing. He continues by telling her that her father was likely first in line at the cookout, wearing a bib with a drawing of his neighbor's ass on it. Lucy questions how Cooper can live like this, asking why he keeps going. Standing, he tells her he has a question for her, asking why she thinks he does the work, adding that Ass Jerky doesn't make itself.
Los Angeles
Cooper and a now severely dehydrated Lucy continue walking through Los Angeles, where Cooper fills up his canteen from a pool of stagnant dirty water. Breaking down from thirst, Lucy begins drinking from the same pool as her Geiger counter goes off. Cooper gloats, asking her if the golden rule conflicts with what she is currently thinking, causing her to question what he is. Cooper responds that he is her, simply given time. Cooper begins coughing, doubling over from the effort. Lucy takes this opportunity to flee, taking off down the road while he is preoccupied. She makes it to the edge of a large crater, on the other side of which a Super-Duper Mart sits. While she is distracted, Cooper throws a lasso around her, pulling her off her feet and back toward him. He questions where she thinks she is going before she bites his finger off. Cooper calls her a little killer before pulling her to her feet and using his knife to cut off one of her fingers in retaliation. He remarks that it was the closest thing they have had to an honest exchange so far.
Super-Duper Mart
Lucy and Cooper arrive at the Super-Duper Mart, approaching the front door, where Cooper uses a LGJG Wirelessfone to contact the people inside. He tells the voice that responds that he is there for a two-month supply of vials in exchange for a woman in "near mint" condition. Cooper forces Lucy into the building before passing out just after she enters.
Super-Duper Mart
Later that day, a now armed, armored, Lucy exits the Super-Duper Mart, finding Cooper lying on the ground outside. She questions him about the vials, correctly stating that if he does not have them, he will succumb to feralization. She tells him that while she may end up looking like him, she will never be like him, before placing several vials down for him and departing.
Cooper proceeds into the Super-Duper Mart, discovering the carnage left behind by Lucy's encounter in the Organ Dealership. He begins binging on all the drugs and alcohol available before noticing a box full of vials. He starts filling his hat with the vials, downing several before noticing a Holotape of his film, The Man From Deadhorse. He loads the tape into the TV and sits down on the couch to watch. He watches as the scene of his character killing Joey Toro plays.
S1E6 - The Trap
The Past
Vault 4
Cooper Howard films a special presentation for Galaxy News Network, sponsored by the Vault-Tec Corporation. In it, he extols the virtues of the Model 96JQ1164, specifically Vault 4, located in Los Angeles, California. On Sycamore Street, Cooper enters an apartment and introduces the viewers to the Hawthorne family, namely LLoyd and his wife Cassandra. Cooper explains that they are scientists and that they specialize in the effects of radiation on human DNA. Cassandra and Lloyd explain that their family, along with 80 other volunteers, will perform a five-year trial of Vault 4, living and working in it despite the bombs not having dropped, as a means of showcasing the Vault's survivability. Cooper remarks that while he plays the hero in the movies, the Hawthornes are the real heroes. Cooper returns his attention to the viewer and instructs them that if they also want to be a hero, they can purchase a residence within a Vault-Tec Vault today.
As Cooper finishes talking, the film director calls cut, and the camera stops rolling. After getting approval from a cadre of Vault-Tec suits, he questions Gary if he is wrapped, and when Gary confirms it, Cooper turns his attention back to the Hawthornes. He tells the family it was lovely meeting them, before departing the apartment.
In the vault hallway, he is greeted by Bud Askins, Senior Junior Vice President of the Vault-Tec Corporation, and a co-worker of his wife, Barbara Howard. Askins compliments him on his work and introduces himself as the overseer of Vault-Tec's operations in southern California. He tells Cooper that he came over to Vault-Tec in Q3 after a 10-year career at West Tek. When Cooper remarks on the name, Bud attempts to clarify that they are a defense contractor, to which Cooper responds that he is very familiar with West Tek, as they had designed T-45 Power Armor. Bud tells Cooper that while at West Tek, he oversaw the rollout of the T-45, and that despite its "ridiculous" design flaws, it sure looked good. Cooper tells Bud that he wore T-45 fighting as part of the Alaskan Reclamation Operation, and that those "design flaws" that Bud ignored for rollout cost a lot of good men and women their lives. Bud brushes this off, saying that project management was never his thing, and that he is more focused on "HR R&d", where he oversees workflow optimization and management timelines. He says that it's all about scale, and that while most people consider scale to be just about global market share, he argues that is only thinking in three dimensions, while he thinks in four. He asks Cooper what the ultimate weapon to destroy competition is, answering himself by stating that it's time. Bud then tells Cooper that the future of humanity comes down to management, causing Cooper to laugh. He tells Bud, whom he calls Buck, that he is happy for him and walks away to join his wife, Barbara nearby. He begins kissing her neck and asking her if they could leave and enjoy some piña coladas by the pool. Barbara tells him that this shoot actually has a wrap party, and when Cooper begins to say they can go for a couple hours, she clarifies that it is at their house.
Howard Residence
As the wrap party rages in his house, Cooper prepares himself in the seclusion of his bedroom while reading a newspaper. As his dog, Roosevelt, enters the room, he tells him that he can't come with him as he is going into "enemy territory". Exciting the bedroom, descends down the stairs, passing by a poster for A Man and His Dog, which a partygoer remarks is a great movie. Cooper responds that he loves that movie too, and that the titular dog is his real dog, Roosevelt. As Cooper walks through the party, he briefly interacts with a number of guests before passing by two Vault-Tec suits discussing the impact of peace negotiations in Anchorage on Vault presales and how they will need to discuss this with Washington. As Cooper continues through the party, he is greeted by Bud Askins, before turning and exiting his house.
Outside, fellow actor Sebastian Leslie interacts with a pair of servers, doing the voice of his role as the butler Bartholomew Codsworth for the pair. Sebastian attempts to flirt with the pair, asking if they would like to party in the hot tub after their shift, but is turned down. As the pair leave, Cooper approaches, remarking that "Seabass" might be the only person he invited to actually show up to the party.
Cooper sits with his friend, who remarks that their Hollywood friends don't want to be seen partying with Cooper, whom he refers to as "the pitchman for the end of the world". Cooper tells Sebastian that he lost a role in a movie over his Vault-Tec ads, as he showed up to set one day to find the rest of the cast refusing to leave their trailers with him there. Actress Bonnie Lewis told him it was on "moral grounds". Sebastian scoffs at this, stating that Bonnie Lewis has done more ads than a billboard. He decries "Hollywood Reds", stating that radicalism is sweeping through Hollywood. He tells Cooper that even Charles Whiteknife has been radicalized. Cooper can't believe this, stating that he served alongside him. Sebastian tells Cooper that they have "meetings and everything", stating that it is "a shit show". Sebastian tells Cooper that he knows which way the way the wind is blowing, and that it's one run by people like two Vault-Tec employees he points out standing by the pool.
Sebastian tells Cooper that he sold his vocal rights to RobCo Industries for use with the Mister Handy. When Cooper guesses he got paid 10 million dollars for the rights to his voice, he sadly responds that it was actually 186 thousand, pre-tax, and that when he tried to get paid more, his agent convinced RobCo to throw in a Mister Handy as payment. He laments the deal, as now whenever he comes home he is greeted by a robot with his own voice. When Cooper remarks that he thought the Studio owned the Bartholomew Codsworth character, Sebastian says they did, but then RobCo bought the studio. Sebastian tells Cooper that the Hollywood they knew is past, and that moving forward, everything is a product, including them, and the end of the world. The pair toasts "to the future".
The Present
Super-Duper Mart
Cooper awakens on the floor of the Super-Duper Mart, following his drug bender. Nearby, Snip-Snip tells Cooper that he, Bartholomew Codsworth, is ever ready to serve. A number of men enter the store dressed as police officers, and Cooper tells them that if they are there for the Ice Cream social, he has some bad news for them. The leader, Sheriff Troy, instructs two other sheriffs to remove the Fusion Core from the malfunctioning Snip-Snip. Troy tells Cooper that destroying a legitimate business is illegal, and when questioned as to who says so, he responds, "The Govermint, before Sheriff Rex knocks Cooper unconscious. Later, Cooper is led by Sheriffs Troy and Rex through the wasteland.
The Past
Howard Residence
Cooper and Barbara lounge in their hot tub, sipping drinks in the sun. Cooper questions her, asking if she has ever considered working somewhere besides Vault-Tec, with her responding that she used to, but with him doing the ads for Vault-Tec, "it's practically the family business", remarking they could maybe get their daughter, Janey, a job in payroll once she turns 15. Cooper tells her that he thinks about quitting showbiz sometimes, and buying a ranch in Bakersfield, remarking that he would be a real cowboy again. When Barbara asks what she would do, Cooper responds that she would look pretty and help him raise chickens, which she laughs and rejects. When she asks what has gotten into him, he responds, "a gin martini, holding up his drink. He tells her that the news he's been reading has made him second-guess living in the city, before noticing that she has picked up a Pip-Boy. Barbara explains that Bud Askins licensed them from RobCo Industries, and that they are integrating them into the Vaults. Barbara tells Cooper that Vault-Tec exists with or without her, with him responding that they only have one life, and asks if she really wants to spend it working with "these assholes". Barbara tells him she needs the job, as it guarantees them a spot in the vaults. When Cooper points out that they have enough money to buy a spot in the vaults, she clarifies that she meant "one of the good vaults", causing him to question what that means. She sighs, telling Cooper she is doing what she can, and that she needs him to trust her, which he agrees to do before she departs.
Bar
Cooper sits in a bar in Los Angeles, where he is greeted by his friend, Charles Whiteknife. Cooper remarks that he is sorry Charlie couldn't make it to his party, saying he probably had one of his communist meetings. He questions Charlie, saying that they watched people die during the Alaskan Reclamation Operation, fighting against communism. Charlie questions what it was for, with Cooper responding that it was for the American dream. Charlie remarks that the American dream has him get shot by Cooper in movies all day, to which Cooper points out that he's doing alright for himself, as he has five acres in Tarzana. Charlie tells Cooper that Vault-Tec is the Devil, causing Cooper to point out his wife works there, and question if Charlie thinks Barb is the devil. Charlie tells Cooper that she isn't, and that he likes Barb.
Charlie asks Cooper if he knows what "Fiduciary responsibility" is, and goes on to explain that it means that Vault-Tec has a fiduciary responsibility to make money for its investors. He asks Cooper how Vault-Tec makes money, before answering himself that it does so by selling Vaults. He continues that Vault-Tec cannot continue to sell vaults if the peace negotiations in Anchorage go through, mirroring what was said by a Vault-Tec employee at the wrap party. He explains that Vault-Tec has a fiduciary responsibility to ensure that the peace talks in Anchorage break down. When Cooper questions how they would do that, Charlie admits he doesn't know.
Charlie asks Cooper if he remembers the movie they did with Johnny Morton, where Cooper played the sheriff, and he was "some generic Indian". Cooper objects to this assessment, stating that Tallhand Mudlake could talk to horses, and that Charlie played him with grace and dignity, and that it was a great role for him. Charlie continues his point, stating that Morton played a rancher who owned half of Missouri, and questions what happens when the cattle ranchers have more power than the sheriff, which Cooper answers by saying that the whole town burns down. Charlie points out that Vault-Tec owns half of everything, and the United States government is broke after being at war for ten years. He finishes by pointing out that this means the cattle ranchers are in charge. Cooper tells Charlie that he sounds like he is in a cult, with Charlie responding that he's the one who sounds like he's in a cult, as he is defending a system that is ready to set the world on fire. Charlie hands Cooper a card for Hollywood Forever, a local funeral home and cemetery, inviting him to come to a meeting, before departing.
Howard Residence
At home, Cooper answers the phone to find a young man named Henry from the Vault-Tec Assistant Training Program asking for Barbara. Cooper tells Henry that Barbara doesn't like taking work calls in the evening, before hanging up. As Cooper places down two glasses of Wine, he explains who was on the phone to Barbara as she approaches. He asks her if she has a new assistant, which she confirms. As the two sit down for their meal, Cooper asks if Janey is asleep, with Barbara answering that she is currently busy reading Little House on the Prairie to their dog, Roosevelt, with Cooper jokingly asking if he likes it. Barb's face falls as she sighs, causing Cooper to ask what is wrong. Barb responds that the fact that there are no dogs allowed in the Vaults will be hard on Janey. Cooper asks who says that must be the case, with Barb saying that it's a policy due to dogs eating meat, it is "an avoidable inefficiency".
After a moment, Cooper points out that that didn't answer his question, once again questioning who it was specifically that decided there were no dogs in the vault. Barb attempts to dismiss him, saying the concern is trivial, which he rejects. He presses, asking who decides the rules in the Vaults, as "no dogs allowed" is a new rule that somebody decided and "didn't share it with fucking anyone". He continues pressing, asking what other rules there are, such as if the blue jumpsuits are mandatory, and what happens if he wants to wear a green one. Barb asks that if the bombs fall, he is worried about his wardrobe, with him countering that what he is worried about is his freedom. He points out that he didn't go to war defending his freedom, to live under the boot heel of Bud Askins. Barbara points out that while he was at war, she was at home, waiting by the phone, imagining the worst. She tells him that she knows of the horrors of war, and spends her time at work figuring out how to help humanity survive a nuclear war, and questions him regarding his plan to "hide out" at a ranch in Bakersfield. She tells him that when the bombs drop, a two-hour drive won't be enough to save their family. She reiterates that there will be no dogs in the vaults, but she will do whatever she can to save their family from nuclear war. She tells Cooper that she has worked hard to ensure that they go into a special vault for management, and that is the best they could hope for. Angry, she gets up to leave, with him stopping her and apologizing. The two embrace.
The Present
The Govermint HQ
Cooper Howard is taken by Sheriff's Troy and Rex into The Govermint HQ, built out of the remains of a pre-war barbecue restaurant. Inside, he briefly stops, noticing a wanted poster on a nearby bounty board, before being welcomed by a familiar voice. He turns to Sorrel Booker, whom he recognizes, and the pair greet each other laughing. Booker remarks that he knew it was a ghoul to shoot up the Super-Duper Mart, but nobody told him it was THE Ghoul. He tells the sheriffs that Cooper was once the best bounty hunter, remarking that they don't know their history. Cooper asks Sorrel if he has a needle and thread, which Sheriff Troy responds to by stating they don't do a lot of knitting. Cooper corrects him that it's called sewing and tells Sorrel that he has some in his bag. At Sorrel's order, Troy retrieves the sewing supplies from Cooper's bag, alongside the severed finger of Lucy MacLean.
Cooper holds up his tied hands, requesting that Sorrel cut the binds as they are old friends, which Sorrel obliges. Sorrel questions what has kept Cooper going for 200 years, questioning if he just likes the feeling of the California sun on his face. As Cooper begins sewing Lucy's finger onto his stump, Sorrel posits that he may still be looking for "her", causing Cooper to pause. Cooper tells him he can cross one reason off the list, saying he isn't still alive to have conversations with dipshits, like Sorrel. In response to the insult, Sheriff Troy gun buts Cooper in the face, telling him to mind his mouth as he is talking to the President of The Govermint. Cooper questions Sorrel being a president, with him responding that he doesn't see why not to be one. Cooper then tells him that he has never heard of this group before, but rather has heard a lot about a woman named Lee Moldaver, causing Sorrel to identify her as the Flame Mother, and remark that she is dangerous.
Sorrel tells Cooper that someone needs to bring order to the wastes, and questions if he knows why the Sheriffs brought him in. Cooper responds that it is because he shot up the Organ Dealership based out of the Super-Duper Mart, which Sorrel confirms. He tells Cooper that while he's always liked him, the Super-Duper Mart was under their protection, so he couldn't let Cooper leave without people losing faith in The Govermint. When Sorrel asks Cooper if he has anything to say in his defense, he responds that he is guilty as charged. Cooper tells Sorrel that if he needs more evidence, he just shot up Filly, stating that he must have killed 9 or 10 people. Sheriff Troy mentions that his father lives in Filly, to which Cooper responds by saying he doesn't anymore, unless he's a coward. Angered, Troy aims his gun at Cooper, with Sorrel telling him not to take the bait. Cooper denies fishing and continues to insult Troy, insinuating that he is also a coward. As Troy continues to be angry, Booker instructs Sheriff Rex to take Troy's gun to prevent him from killing Cooper.
Booker instructs Rex and Troy to take Cooper out back and feed him to the hogs. The two attempt to cuff Cooper, but he turns the tables on them quickly, causing Rex to shoot Troy twice before stealing Rex's revolver and shooting him in the side. Cooper takes the stolen revolvers and unloads them both into Troy's body, causing Booker to wince. Cooper tells Sorrel he has one question for him, retrieving a wanted poster of a woman from the bounty board, and asking why he has it up. Sorrel tells him that the woman is Moldaver, to Cooper's surprise. Booker asks why Cooper is interested, with him remarking that it isn't how he remembers her.

Cooper arrives at Hollywood Forever, accepting the offer extended to him by Charlie Whiteknife to attend one of his meetings. Inside, he reads the card given to him by Charlie, before proceeding up the stairs. At the top of the stairs he is greeted by Charlie, who thanks him for coming. Cooper counters that they will see if he actually ends up staying, with Charlie assuring him that he will stay. Charlie tells Cooper that he has someone he should meet, and the pair is approached and greeted by Kate Williams, who tells him that she is a big fan before walking away.

Adam's House
Lead Farmers Adam and his son Tommy return home to find Cooper Howard sitting at their dining room table, eating meat. Concerned for the safety of his daughter, Adam calls out for Sandra, watching Cooper continue to eat the meat. Sandra then enters the room from the kitchen, bringing Cooper a glass of water to drink. Cooper thanks her before laughing about how he had made Adam believe he had killed and eaten Sandra.
After Adam tells Sandra to leave, Cooper remarks on his new occupation as a lead farmer, commenting that he probably has some of Adam's lead in him still. Cooper tells Adam that he is simply looking for information, with Adam responding that he would be willing to tell him anything, so long as he leaves them alone. Cooper points out that he heard that Adam had three children, with Adam responding that his eldest son left to join Lee Moldaver two years prior, and they haven't heard from him since. Pulling out a letter, Cooper laughs, remarking on the amount of factions in the wasteland, each believing they are going to save the world. Cooper reveals that he knows the name of Adam's eldest son, Roofus, remarking that means that the young man with Adam must be Tommy. Adam questions Tommy on what he had done, asking what the envelope Cooper has is. Cooper tells Adam that Roofus involved Tommy with Moldaver, sending him bottle caps to hire a courier to ensure the safe transport of "an Enclave defector to Moldaver. He holds up the letter, revealing it to be covered in blood with a bullet hole through it. He tells the pair that by the time he got the letter from Roofus, it was hard to read, and he was unable to discern the exact location of Moldaver. He tells them that if they tell him where Moldaver is, he will simply leave them alone.
Tommy apologizes to his father, telling him that he wanted to build something better and that he doesn't want to spend his life digging in the dirt. Adam begs his son to tell Cooper where Moldaver is, causing Tommy to reveal to Cooper that Moldaver is based out of Griffith Observatory. Adam begs Cooper to leave them now that he has what he wants, but Cooper questions Tommy on whether he is really going to let him leave after he killed Roofus. Adam assures him he won't, but is proven wrong when Tommy goes for a nearby rifle. Before he can grab it, Cooper fires, killing him. As Adam mourns his son, Cooper departs the house.

Hollywood Forever
As Ms. Williams speaks, Cooper Howard and Charles Whiteknife sit beside each other in attendance. Williams tells the assembled crowd that the American dream is just that, a dream. Pointing out the belief that the Atom Bomb would mean the end of war, which didn't work out. She expands by saying that the brighter future that America has been sold on is, in reality, a cliff's edge that is coming up fast. She tells the crowd that they have more in common with the families of the Chinese soldiers they are fighting in the war than they have with the people leading the United States, whom she refers to as "the real enemy". At this last remark, Cooper tells Charles, "That's about all the horseshit I can take," before standing up to leave. His exit is interrupted by Williams, who questions him on what it is he said. After he repeats himself, this time louder, she remarks that she didn't realize that "America's favorite gunslinger was so sensitive". This causes Cooper to laugh, responding that he has his principles. Williams questions him, asking how much it cost the Vault-Tec Corporation to buy off his principles. Cooper counters her, saying that in America everyone has a sponsor, and he isn't ashamed of earning a living. Williams points out that Vault-Tec is the largest company in America, and that there is a lot of money in the end of the world. Cooper points out that there is also a lot of money in selling a political ideology that ends in breadlines. At this, a woman in the crowd calls Cooper a fascist, and Charles stands up, apologizing to the assembled people and telling them that they will be leaving. Williams interrupts them, telling them that she is glad Cooper came, as she knows his wife Barbara, potentially better than he knows her himself.
After the meeting, Cooper questions Williams, asking her how she knows Barbara. Williams explains that she is a scientist who was on the verge of cracking Cold Fusion, before the company she worked for, as well as every other one she had ever worked for, was purchased by Vault-Tec so that they could acquire cold fusion technology, and shelve it to prolong the Resource Wars, as a means of profit. Williams tells Cooper that she needs his help in getting her Cold Fusion technology back. She hands him a listening device and instructs him to spy Barbara. Before he departs, she tells him she isn't a communist, and that that is just a word used to "describe people who aren't insane."

Howard Residence
Cooper Howard sits on his couch reading a Tesla Science Magazine and smoking a pipe as Roosevelt lays his head in his lap. He glances up, seeing his wife's Pip-Boy and withdraws the Listening Device given to him by Ms. Williams from his pocket. Standing, he syncs the device to the pip-boy, finishing right before Barbara enters with three hot cocoas, two of which have marshmallows. Cooper jokingly questions if one of the three is for him, before telling Barbara that he will be right outside. As she exits, Cooper listens in through the device as Barbara and Janey talk. Roosevelt whines, causing him to realize what he is doing, and question what he was thinking. He then tosses the device out in the garbage.
That night, Cooper watches his Vault 4 Advertisement on the Television while Barbara sleeps. Shutting it off, he takes a drag of his Cigarette before heading outside with Roosevelt to the garbage. Rummaging through it, he comments on the rules of no dogs in the vaults before finding and pocketing the device as he pets Roosevelt.

S1E8 - The Beginning
In the pre-War world, Cooper Howard visits his wife's workplace at Vault-Tec Headquarters and he begins to eavesdrop on Barb's meeting, where it is revealed all the concerns of Ms. Williams and Charles Whiteknife were justified. Howard listens in disbelief as corporate leaders such as Robert House, Leon Von Felden, Frederick Sinclair, and Julia Masters alongside Vault‑Tec executives including Barb actively promote war as a path to profit, with Barb Howard suggesting Vault-Tec be the entity that drops bombs and begins war.
In current day, the Brotherhood mounts an assault on Moldaver's fortified position, wielding heavy weaponry and small arms against the observatory. The Ghoul fights through and arrives to confront Hank, finally being able to ask the former Vault-Tec executive the whereabouts of his family. Without answering, Hank flees. The Ghoul encourages Lucy to leave with him before the Brotherhood shows up, and she reluctantly leaves an unconscious Maximus.
Maximus awakens to see the world beyond the observatory lit up, and hears Moldaver's last words, asking him to stop the Brotherhood from abusing Cold Fusion. Dane and the rest of the Brotherhood soldiers arrive, giving him credit for killing Moldaver and acquiring Cold Fusion for the Brotherhood, promoting him to Knight. Lucy, the Ghoul, and CX404 are then seen heading towards New Vegas in attempt to find Hank and discover what happened to the Ghoul's family.
S2E1 - The Innovator
Novac
In the Mojave Wasteland town of Novac, a group of Great Khans led by Nick the Prick occupy the Dino Dee-lite Motel. They prepare to execute a captured Cooper Howard by hanging him from the motel's Swimming Pool diving board for his crimes against the Khans. Nick announces to the crowd that Howard has been tormenting the Khans since before their ancestors were born,[16] and celebrates that a bounty hunter delivered him, declaring that they will finally "settle the score."[17]
Nick asks Cooper how he feels. Cooper responds by reminiscing about Darla, a former owner of the Dino Bite Gift Shop, from whom he purchased a soda pop 25 years earlier and whom he recalls as "reasonable."[18] Cooper states that it was nice chatting with the Khans and says he is ready to proceed with the execution. When nothing happens, he repeats himself more loudly. It is revealed that Lucy MacLean is positioned inside the mouth of Dinky the T-Rex with a rifle. Cooper looks toward her and repeats his request trying to signal Lucy, but she does not fire.[19] A Khan then drops the diving board, causing Cooper to begin hanging.
As the Khans celebrate, Lucy calls out, revealing that she turned Cooper in for the bounty money with the intention of escaping afterward.[20] She asks Nick to release Cooper to avoid violence. Nick responds by stating that whoever kills Lucy will be allowed to eat Dogmeat.[21] Lucy shoots the rope, freeing Cooper, and a firefight ensues. Lucy deliberately fires non-lethal shots, injuring Khans in the arms and legs and shooting Nick in the buttocks, causing him to flee and survive Cooper's subsequent killing of the remaining Khans. With the reward money secured, Lucy and Cooper leave Novac as Cooper treats his rope burns using a damaged Fusion Core.
As they cross the El Dorado Dry Lake, Cooper criticizes Lucy for refusing to kill and tells her that the only thing that mattered was that she shoot the rope.[22] They reach an overlook of New Vegas. Lucy remarks that the city appears unchanged from pre-war photographs. Cooper explains that most bombs targeting Vegas during the Great War were intercepted. When Lucy asks why other cities were not protected, Cooper explains that Vegas was saved specifically by Robert House shooting the bombs down.[23] Lucy suggests that Cooper's family may still be alive there, but he responds that nowhere near Robert House is safe. Lucy asks why her father would go to Vegas,[24] and Cooper sighs and leaves without responding.
Past
Disturbed by what he overheard during his wife's meeting, Cooper Howard rushes home to embrace his daughter Janey. He tells her to pack and drives her toward Bakersfield.[25] During the drive, an automated emergency alert system test triggers panic throughout the suburbs. Janey tells him that she is scared as Cooper attempts unsuccessfully to reassure civilians that it is only a test,[26] and watches as a vertibird flies overhead.
Wasteland
Following the power armor footsteps of Hank, Lucy, and Cooper continue through the Mojave Wasteland. As they walk, Lucy questions Cooper's belief that after 200 years, his family would still be alive. The two arrive at a body, stepped in half by Hank's power armor. At the sight, Cooper remarks that Hank is always making new friends. They reach Old Woman Gretch's Soup Store. Lucy orders Flea Soup and asks about her father. Gretch scrubs their scalp with their fingers, causing fleas to fall out, and then serves it into a bowl and offers crackers to go with it. While Lucy hesitantly tastes the "soup", Gretch says Hank abducted her son. Cooper bluntly states that the son is dead,[27] which Gretch accepts. She directs them onward and demands that any caps found on her son's body are hers,[28] since the "cocksucker owed me money."[29]
As they travel, Lucy and Cooper discuss their approach. Cooper criticizes Lucy's non-lethal tactics. Lucy insists on bringing Hank to justice.[30] At the Starlight Drive-In, Lucy suggests Cooper still has hope. Cooper disputes this and criticizes her upbringing as "not real."[31] He pauses to observe a marquee advertising A Man and his Dog 3.
Dogmeat follows Hank's trail through the back of the destroyed cinema screen, discovering the entrance of Vault 24 located in the rock wall behind. After hesitation, Lucy enters.
Past
In a Diner, Cooper meets Kate Williams while Janey plays Whac-a-Commie. Williams reveals that she is aware of Vault-Tec's possible plans to initiate nuclear war and urges Cooper to act.[32] She points him toward Robert House, referencing House's construction of a missile system in Las Vegas, and suggests that his wife will soon sell Cold Fusion technology to him, giving him what he would need to potentially end the world.[33] Williams implies that House must be stopped. Cooper leaves, stating he is going home while "he still has one." He takes Janey with him, with her whacking a commie one last time.[34]
At home, Cooper cooks while listening to a news broadcast discussing House. Barb returns, and Cooper greets her.
Vault 24
Lucy enters Vault 24, followed shortly by Cooper. She comments that she has never seen a vault in disrepair like 24 before, with Cooper responding that, in his experience, it is "par for the course". Lucy questions if he has gone into many vaults, and when he says he has, she remarks that he must like them. Cooper responds by telling her that every time he enters a vault, he has to come to terms with the fact that he might discover what happened to his family, alive, dead, or worse. Lucy tells him that she knows about the Vault experiments, mentioning having been to Vault 4. Cooper tells her that Vault 4 is the best-case scenario. When Lucy says that it's weirder than the one she comes from, Cooper asks, "How many towns did they destroy down in Vault 4?"
Cooper grabs her arm, dragging her to the Vault's control panel and ordering her to open the elevator, which she does. Cooper mentions that Hank has already left the Vault, stating his curiosity about what brought him here in the first place. After picking up an Ushanka Hat with a red star and tossing it to Lucy, the pair descend the elevator deeper into the Vault.
Lucy and Cooper explore Vault 24 and discover rooms filled with corpses. They find individuals dressed in red beneath a Chinese Flag, some bearing Black Box devices. Lucy realizes the occupants were Americans that were subjected to forced ideological conditioning.[35] She discovers Hank removed the DV-ARCH DRIVE.
They follow a trail of Sugar Bomb cereal to another room and discover Gretch's son restrained. He refers to Lucy as Sugar Bomb and repeatedly tells her to go home,[36] shortly after which his head explodes. Cooper retrieves the Black Box and agrees with Lucy that Hank must be stopped.
S2E2 - The Golden Rule
As Lucy MacLean, Cooper Howard, and Dogmeat walk through the desert, Lucy takes a sip of water. Howard extends his hand and bluntly demands "water", causing Lucy to hesitate. In response, Howard abruptly snatches the canteen from her hand and begins drinking. Lucy questions if he was always this rude, stating that if they find his missing family, they might not like the man he has become. Cooper does not respond and continues walking as Lucy begins telling him about kindness and the works of Charles Dickens.
As Lucy tells Cooper about a story by Dickens involving three ghosts, the pair pass by Affordable Al's Discount Hospital. Suddenly, a cry for help sounds from inside the hospital. The two briefly argue about stopping to help, with Howard arguing that they should keep moving while Lucy wants to stop and help. Lucy begins heading inside the hospital, with Howard following behind.
Following the cries for help, Howard and Lucy arrive at the hospital's kitchen where they discover an injured man and woman. Seeing the pair wearing tunics, Cooper recognizes them as being associated with Caesar's Legion, remarking that they're "awful far west". When Lucy goes to give the woman a Stimpak, Howard protests, telling her that it would be a waste of resources and "Folks in them outfits don't deserve savin'." His attention is then drawn to the man, whom he offers to help stand up. Instead, Howard slits the man's throat and begins eating him. He begins approaching the woman, with Lucy protesting, telling him to leave her alone. Howard then begins to gag, spitting out what he had just eaten, and returns to the man, discovering a poisoned wound on his back.
Howard draws his gun as the sound of skittering begins around them. The injured woman whispers, "They're back", as Lucy sees a claw appear in an overhead vent. Suddenly, a baby Radscorpion drops down next to her, pouncing onto her face. A second one leaps from a pot onto Howard, who wrestles it off and shoots it, and another. Lucy wrestles the one on her off, smashing it with a pan. Suddenly, the barricaded doors begin to buckle as something large slams against them, and Dogmeat flees. The doors are slammed open, revealing an adult Radscorpion. The scorpion attacks Cooper, as Lucy continues to protect herself and the injured woman from the babies. To protect himself from the scorpion's stinger, Cooper grabs the woman and uses her to block an attack, getting her severely stung in the process. As Lucy pulls her away from him, the scorpion stings him in the leg. The scorpion climbs on top of Howard, beginning to snap at his face with its mouth. Reaching into his bag, he pulls out a Frag Grenade. Pulling the pin with his teeth, he shoves the grenade into the scorpion's mouth, before kicking it off before it explodes.
Now with both the woman and Howard injured, Lucy must choose who to give her only stimpak to as both beg. After hesitating, she administers it to the woman, arguing that she'll survive without it, whereas Cooper won't. Lucy tells the woman that she'll get her home to her people, as Cooper remarks, "Golden Rule, motherfucker". This causes Lucy to respond that the golden rule only applies to people and that he is disgusting and cruel. As she leaves with the woman, she tells Cooper that she'll come back for him, but that she is leaving him to think about the consequences of his actions. As she and the woman leave, Lucy tells her not to worry about him and that he'll be fine, with the woman responding that she wasn't worried.
S2E3 - The Profligate
At Affordable Al's Discount Hospital, Cooper Howard leans himself against the lip of a pool. Using a knife, he begins to cut his radscorpion wound out of his leg. While doing so, he talks to Dogmeat, considering how many planks you can remove from a boat before it stops being a boat. Once he has finished, he throws the poisoned piece of leg into the pool. Cooper begins petting Dogmeat, telling her that he hasn't had someone worth talking to in a long time.
The Past
Howard Residence
At his home, Cooper Howard enters his kitchen to find his wife, Barb, tearfully packing items into her Vault-Tec Keepsake Box. When he asks her what is wrong, she tells him that she can't fit their daughter Janey's Teddy Bear into it. She tells him that she would hate to leave any items behind if they were to enter a Vault. When Cooper says they may not have to, she picks up a framed picture of their family and looks at it. Cooper tells Barb that he needs to go to an event for his friend Charles Whiteknife and leaves.
Veterans Of Foreign Wars
At the American Veteran Entertainment Alliance Annual Fundraiser, Cooper meets with Charles Whiteknife in secret regarding Robert House. When questioned, Charles mentions his intel suggests House is building a weapon system in Las Vegas, and that they believe it is related to Vault-Tec's. Howard tells Whiteknife about what Kate Williams tasked him with doing regarding House, with Whiteknife saying he didn't know. Whiteknife encourages Howard to go through with the mission, telling him that Robert House is just one man, and that half the guys in the room have killed people.
As the lights dim, Congresswoman Diane Welch approaches the podium and introduces herself. She tells the audience that she refuses donations from corporations, and is told to "get on with it" by a member of the audience. Welch proceeds to tell the assembly that she is honored to present an award before dropping her cue cards. As she attempts to pick up her cards, Cooper excuses himself to the restroom.
In the restroom, he is approached by Robert House, who asks if Cooper is getting any awards. When Cooper says no and that he is just here to support his friend, House deduces that it is Charles Whiteknife, which Cooper confirms. House tells him that there are rumors that Charlie is a "pinko", questioning if that is correct. When Cooper deflects, House asks if Cooper himself is a pinko. As Cooper begins washing his hands, he tells House not to believe everything he reads. House tells Cooper that he sympathizes with the pinko point of view, saying their grievances with traditional institutions are entirely justified; however, his issue lies with their solution. House tells Howard that multiple people attempting to solve the same problem at the same time with different solutions can get messy. As Cooper finishes at the sink, he observes that House is not a veteran, as a veteran would know better than to "talk politics when a man has his dick in his hand."
The Present
The Fort
Cooper Howard overlooks the Legion fort, observing Lucy MacLean through a telescope, making a comment about the "golden rule". Howard notices the division in the camp, and the two Caesars, remarking that it appears there is a civil war. He pets Dogmeat, asking her what she thinks.
Camp Golf
At Camp Golf, Cooper takes one of his Vials before telling Dogmeat that while he may not like Lucy, they need her down the line. He then tells Dogmeat that he isn't going up against two Legions in one afternoon, and that Camp Golf is the best place to find help. Or rather, it used to be. Entering the camp, he makes his way to the House Resort.
Inside the resort, Howard passes by a painting of Mr. House before entering a main room. After looking around briefly, he is startled by the sound of a Securitron activating on the other side of the room. The Securitron greets him with a howdy, with Cooper recognizing the voice as belonging to Victor. Victor tells him the name is familiar and states that for the last 10 years, he has believed himself to be a soda machine. When Cooper asks Victor what he is doing there, Victor admits he does not know, as "someone did a number on my numbers", and that his memory is "all jimble-jambled".
Cooper tells Victor that he needs to save a "dipshit Vaultie" from the Legion, and that he came to Camp Golf to enlist the aid of the New California Republic. Victor responds that he hasn't seen the NCR, and when asked who is in charge around the Mojave, tells Cooper that the NCR and Legion are still fighting, and now the Legion is fighting itself. When Victor remarks that everyone in Vegas is a winner eventually, Cooper responds that the same goes for losing, with the exception of Mr. House. Cooper asks Victor as to the whereabouts of House, with Victor responding that he is gone despite his desire to live forever. Cooper points out House's ability to plan ahead, which Victor confirms; however, said plans required the acquisition of Cold Fusion technology. Victor questions Howard about his role in House's inability to acquire cold fusion pre-war.
As Cooper turns to leave, Victor mentions Rangers living up in the hills. Cooper thanks him for the information and departs.
NCR Camp
In the mountains outside of Primm, Cooper Howard searches for the Rangers mentioned to him by Victor. A figure on a rock fires a shot past him, identifying themselves as Captain Rodriguez of the New California Republic. Cooper mentions that the NCR's greetings haven't changed, before being gun butted in the face by an NCR Veteran Ranger and knocked to the ground. As the ranger holds Cooper at gunpoint, Rodriguez told him to hold his fire, as Cooper and the NCR have a long history together.
As Cooper looks around the camp, another veteran Ranger, Biff, feeds a Squirrel while assuring him that "they" will come any day now. Cooper remarks that the group has seen better days and asks where everyone is. Rodriguez tells him that they're all there is. She elaborates that they've been cut off from reinforcements for over a decade. She tells Cooper that at the time of the Fall of Shady Sands, they had a battalion out east, and they could still regroup with them. Cooper tells her that Shady Sands fell over twenty years prior. Rodriguez tells him that the legion has them boxed in, and they need someone to get a message to their battalion for support. Cooper laughs, telling her that he came looking for the NCR for help, having assumed they would be more powerful in Nevada. Rodriguez insists they are winning the war, with Cooper stating that if this is winning, he'd hate to see what losing looks like.
Cooper begins to cough, causing Rodriguez to retrieve a box of Vials, which she gives him. As she does this, she tells him that they're fighting for a good cause and says that the stories say he used to also fight for the same causes. She pleads for help, with him responding that no help will come, as there is no help to come. Cooper takes the vials and begins to leave, before stopping briefly to tell her that "when something's dead, it's usually because it deserved to die."
The Fort
As a now weak and dehydrated Lucy hangs on the cross, she watches as Cooper walks past her into Caesar's tent. Inside the tent, Cooper approaches Caesar and greets him. After taking jabs at the Legion's pronunciation of Caesar, Cooper offers to give them the location of the New California Republic camp in exchange for Lucy being freed, which they accept.

He adds that to protect the people you love, it's worth doing pretty much anything, even if it's bad. After a pause, Charles thanks the venue for their potato salad and prepares to leave. He is stopped by Diane, who awards him a Commemorative Lighter bearing the insignia of the U.S. Marines.
Present
The Fort
Outside The Fort, Lucy thanks Cooper for saving her, with him responding to not thank him yet.
The Past
Veterans Of Foreign Wars
Cooper is approached by Charlie, who gives him the lighter. He tells him that they gave it to him for saving a man, not for killing the three it took to do it. Charlie leaves as Cooper lights the lighter.
Present
The Fort
Cooper holds the commemorative lighter in his hand, musing that maybe what he just did was a mistake. Lucy questions him about what he did, with him responding "maybe somethin' good. Or maybe somethin' stupid". They watch as inside the Fort, the dynamite detonates, sending the two sides into a frenzy and igniting a battle. The pair walks away as the fort is engulfed in smoke and gunfire.
S2E4 - The Demon in the Snow
Alaska
On an Alaskan island during The Alaskan Reclamation Operation, Cooper Howard and Charles Whiteknife search for lost squad, Raider 3. As Cooper approaches a crashed Vertibird, he struggles to raise the visor of his T-45 Power Armor. As Charles informs him that his armor's left arm has locked up, Cooper radios in to CATF, informing them that they have equipment malfunctions and found no sign of Raider 3. He suggests that they also had equipment malfunctions and returned, requesting that they do the same. This request is denied, with CATF instructing him to keep searching for Raider 3. Cooper lies to Charlie, telling him that CATF instructed him to return to base, as he is no good in the fight with his armor malfunctioning. He assures Charles that he is right behind him, with Charles responding that he better be, as Barb would kill him if he lets him freeze.
After Charlie leaves, Cooper returns his attention to the crashed Vertibird, just in time to see a branch falling and hear a strange animal call. After a second roar, Cooper witnesses something large and horned looming out of the fire of the crashed Vertibird. Before he can look closer, he is suddenly attacked by three Chinese Soldiers led by Wenjie. After firing several rounds in defense, his left leg malfunctions, causing him to fall over as he curses the armor.
Wenjie orders her men to stop firing, approaching the fallen Cooper and kicking away his pistol. She crouches down and questions Cooper in Mandarin what his superiors put him in, referencing his Power Armor. She states that "the future is here", which causes her men to laugh. She clarifies that she is serious, and that soon their generals will be making them wear Power Armor as well. As she says this, Cooper gets a clear look at the Deathclaw in the vertibird wreckage due to a fire flare-up. As the Deathclaw approaches the group from behind, she tells her men that when their commanding officers tell them to put on the armor, they'll do what Cooper did, and tell them "Okey-dokey". At this moment, the Deathclaw attacks, instantly killing her two men before turning it's attention to her. It kills her with a single swipe of it's claws, splattering blood on the snow.
Cooper watches in horror as the Chinese soldiers are killed, before the Deathclaw leans down towards his face. Before anything can happen, it is distracted by nearby gunfire and leaves. As Cooper lies there, he is contacted via radio by CATF, who informs him that the Chinese are in retreat, and they have secured the island. When congratulated for their victory, Cooper responds by saying it wasn't them, it was "something else".
The Present
NCR Camp
At the NCR Camp in the mountains near Primm, Lucy MacLean awakens with an IV drip running from her arm to an elevated can. She is greeted by Captain Rodriguez, who tells her that she was given meds to make her feel better after she was brought there by Cooper Howard, who is sitting nearby.
Lucy removes the IV and sits up, asking who the group is. Rodriguez responds by telling her that they are members of the New California Republic, as the group packs up their belongings. Lucy questions if this is all that is left, with Biff responding by telling her that there are many of them, they're just not there right now. He asks if she has been to Shady Sands, as that is where they come from. Lucy gives her condolences, with Rodriguez remarking that some "asshole" chose to burn down the first civilization taking shape in 100 years. Cooper then remarks that the past is the past. Lucy tells the soldiers that the majority of people they've met on the road from Los Angeles have been awful, so meeting them was a nice change of pace, causing Biff to thank her for her kind words.
Rodriguez then offers Lucy a place with the NCR, telling her that they are always looking for new recruits. Lucy turns her down, saying that she would, but she is looking for someone. Rodriguez questions if the person she is looking for is someone she cares about or hates, with Lucy responding that it is someone who hurt a lot of people. Rodriguez asks what her plan is once she finds him, and upon hearing Lucy say she plans to bring him to justice, responds that the New California Republic was meant to be about bringing justice to the wasteland, and says they almost did. Lucy smiles and says that she doesn't doubt it. Rodriguez tells Lucy that they won't be able to bring everything with them when they leave, and offers her her pick from a crate of weapons.
Lucy and Cooper leave as the soldiers continue packing. When Lucy tells Cooper that they seemed nice, he responds by asking if she thinks they would still be nice if they knew her father was the one who destroyed Shady Sands. She responds that she wasn't planning to stay with them, as all she saw was more "matching jackets", referencing how Cooper referred to the Great Khans.
Mojave Wasteland
Walking through the wasteland, Lucy begins scratching her skin frantically. She asks Cooper if he feels like the air is extra itchy and heavy, and asks if he's ever felt hungry, but not for food. Cooper answers that he is very familiar with the feeling, stopping and smiling at her. Lucy demands to know why he is stopping, before apologizing and questioning why she feels so grumpy, questioning if she is dying. He answers that she isn't dying, she's simply addicted to drugs.
Lucy denies this, with Cooper responding that the NCR had given her a two-day steady drip of Buffout. She tells him that she hereby quits drugs, while he stops and opens his saddle bags. She asks him what he has, before realizing that her declaration didn't take, and she is still, in fact, addicted to drugs. When she asks Cooper what she should do, he explains that there are two ways forward. Either she cut the drugs cold turkey, which would result in a lot of pain and vomiting for about four or five days. He tells her that in his experience the better route is to just keep doing drugs. Lucy capitulates, telling him that people are relying on her to complete her mission and that she takes the second option. Without hesitation, Cooper tosses her a bottle of Buffout he had retrieved from his saddle bags.
New Vegas
At the Strip South Gate, Cooper observes The Strip from a distance and notes that something isn't right. Lucy questions if he was expecting a welcoming committee, with him responding that he was. Using his Spyglass, he notices a destroyed Securitron as well as ghoulified members of The Kings. Cooper tells Lucy that they should enter through Freeside on the east side of town. After hearing that it would be a half-day's walk, Lucy objects, saying that she is done with the sidetracks and detours, and they should just power through The Strip. Cooper tells her that it's the drugs talking, but states that he likes what they're saying.
As the pair approaches the gate, they are approached by the ghoulfied Kings. Lucy attempts to negotiate with the ferals, but when one roars at her, she blows his leg off. As the ghouls attack, Lucy kills four of them before being tackled by a fifth. Killing him with a pistol, she tells Cooper that this is fine, as they are just ghouls, causing him to pause. Lucy retrieves a rifle, killing two more ghouls before turning her attention to one more, The King, who is walking away. She fires on the King, killing him with a headshot. As he falls, she turns to Cooper and gives him a thumbs-up.
As the pair prepares to enter the gate, she asks him if he has any cigarettes, as she would like to try one. Cooper notices a several more destroyed Securitrons, as Lucy stares at her trembling hand.
The Strip
With night having fallen, Lucy and Cooper enter the New Vegas Strip, finding it in a severe state of disrepair. Lucy questions if there are supposed to be people here, which Cooper confirms. Cooper reiterates that they should go to Freeside and that someone there would be able to tell them what happened to The Strip. As Lucy wanders away, Cooper notices that there is a level of radiation present on the strip. Lucy draws his attention to a large egg she has found, jokingly asking how big the chickens get around here. Horrified, Cooper states that it isn't a chicken egg.
Suddenly, an animal call rings out, causing Cooper to look around, startled. The noise originates from the Gomorrah, with Lucy stating that whatever it is, they can take it, and that it'll be easy. As the pair watches, the sound of heavy footsteps approaches the doors, until a pair of claws begin opening them from inside, causing Lucy's face to drop. The doors are quickly ripped off their hinges, revealing a Deathclaw.
The pair watch in horror as it steps forward into the light, before standing up to its full height, damaging the sign above it in the process.
S2E5 - The Wrangler
New Vegas Strip
Cooper Howard and Lucy MacLean watch in shock as the Deathclaw that emerged from the Gomorrah shakes itself off. They watch as it calls out, with a second Deathclaw near Vault 21 responding. A third Deathclaw approaches from The Tops, slapping down a tree with it's tail. Lucy turns to Cooper, and defers to him regarding what to do. He responds by telling her to run, and quickly hides behind a nearby car. As they hide, Lucy asks Cooper if he has any more drugs, with him incredulously responding that he doesn't have any more. After she asks what weapon he would recommend for fighting the Deathclaws, he asks if she has a rocket launcher, which she does not. After causing a distraction using a Frag Grenade, the pair sprint for the The Strip North Gate, sliding through it with the Deathclaws right behind.
Freeside
The next morning, Cooper and Lucy stand in Freeside, looking at the Strip Gate as the Deathclaws meander around on the other side of the gate. After Cooper informs Lucy that the Deathclaws are a new development, he explains to her that the Vault-Tec Corporation had a number of Vaults reserved for management, with him believing that one of these is where his wife and daughter are. He explains that he has explored several of these vaults, with one in California and another in Oregon, but has always found them empty. He tells her that he has never found one in Vegas, and that if Hank MacLean is there, his family might be as well. The two turn and begin walking down Fremont Street.
When Lucy suggests that they just walk in and get her father, Cooper rebukes her by saying that they can't just waltz past a pack of deathclaws. Walking under the Freeside Welcome Sign, Lucy suggests just shooting the Deathclaws, and tells Cooper that whatever they do, they need to do it fast, as she is out of drugs. Sighing, Cooper hands her a pouch of Bottle Caps, telling her to visit a nearby store called Sonny's Sundries and purchase some Addictol, as it will help her kick her addiction to drugs. When she comments that the store might have something to help fight the Deathclaws, Cooper responds that he wouldn't bet on it and turns to leave. When Lucy asks where he is going, he tells her, "To get fucked up".
Atomic Wrangler
Cooper enters the Atomic Wrangler Casino, where he sits down at the bar and orders Whiskey from the bartender, Shotgun Jeff. As Cooper drinks, Jeff informs him that the Deathclaws living on the strip originated from Quarry Junction, and that the change in management doesn't bother him at all. He mentions the New California Republic, Caesar's Legion, and Securitrons vying for control of the Strip, and that there is always somebody trying to tell everyone what to do. He mentions his distaste for taxes, saying that the Deathclaws better not try to tax him until Cooper tells him to stop talking. The Ghoul, having been left alone by the bartender, sighs as he silently picks up the bottle of Whiskey left with him, and carries it upstairs to a hotel room.
The Past
At the Los Angeles Airport, a Galaxy News Network broadcast plays on a television. The Galaxy News Announcer informs the public of a meeting being held in Las Vegas between several corporations, including Vault-Tec, Big MT, RobCo Industries, and West Tek. The event is being hosted by Robert House, the head of RobCo, the United States' leading robotics manufacturer.
Cooper Howard and his wife, Barbara, make their way through the Los Angeles airport, with a young Hank MacLean offering to carry Cooper's luggage to the gate. Cooper turns him down, noting a Vault-Tec briefcase handcuffed to his wrist. As Hank and Barb proceed to their gate, Cooper stays behind briefly to use the payphone under the guise of calling his agent. In the booth, he instead calls the next payphone over, where the phone is picked up by Kate Williams. She instructs him to retrieve a vial of poison from the coin return, and instructs Howard to use it to kill Robert House. She reiterates that if House gives Vault-Tec access to his weapons system, then it will be the end of the world. As Cooper argues with Williams' stance regarding the ends justifying the means, he looks over and sees Hank talking to Clark and Pete. Cooper agrees to prevent the exchange, but refuses to kill House to do it. Hanging up the phone, he departs without taking the poison.
Las Vegas
As Cooper and Barb Howard pull up to the Lucky 38 the Defense Contractors' Summit, Cooper witnesses several protestors outside the casino, while a police Securitron and several military police observe. As their car stops to drop them off, a man rushes the window, accusing Cooper of selling out. As the pair walk towards the front door, Cooper notices and remarks on Vault 21, with Barb telling him that his ad campaign was a massive success. As Cooper shakes hands with a fan, Representative Welch is seen being forcefully removed from the premises as she protests the involvement of corporations in American politics. As she informs the crowd that she deserves to be part of this meeting as she is a Congresswoman, she is thrown to the ground by one of the Military Police officers, which shocks the crowd. She is helped to her feet by Cooper, who instructs her to "keep at it".
Inside the Lucky 38, Barbara leaves to talk to representatives from RobCo while Cooper excuses himself to get a Nukatini. Howard begins pursuing Hank through the party, following him to the Dean Domino Lounge. Before he can continue, he is distracted by the arrival of Robert House, who exits an elevator and begins approaching him. He leans close to Cooper's ear and quietly informs him that Mr. House would like to see him.
In the elevator to the Lucky 38 Penthouse, the man thought to be House begins to smoke behind Cooper. The elevator doors open to reveal Victor who greets the pair with a howdy. Cooper responds with a howdy as the two are ushered forward by the robot. Cooper approaches the balcony, looking down to see the real Robert House sitting at the Lucky 38 Main Computer Console. He greets Cooper, introducing himself as Robert House, causing Cooper to bemusedly recall him as being "from the fuckin' toilet?", recalling their meeting at the veterans hall. House laughs at this, apologizing and stating that he was eager to meet Howard. House then tells Cooper that he knows that he came to Vegas with the intent of killing him.
House says that he has been following Cooper for some time, before clarifying that he isn't a "crazed fan" as he does not care about fiction due to it not being real. Cooper turns and asks the false House how long he has been impersonating Robert House, responding about ten years, and that "it's a living" before leaving the two to their discussion. House ushers Cooper down the stairway, but when he refuses, House says that he was with Cooper in Alaska. While Cooper expresses doubt, House clarifies that he does not mean physically, but that he used technology he put inside sets of T-45 Power Armor to see what Cooper saw. He reveals that he witnessed Cooper's encounter with the "Demon in the Snow", believing it to be highly important to the future of America and connected to Barbara. As Cooper finally descends the staircase, House goes on to say that, like Cooper, he is the best at what he does, and what he does is to know everything. Continuing, he explains that he knows who is making what technology and that he is able to acquire that technology at the moment in time when it is most lucrative to do so, including the Cold Fusion device he is acquiring from Vault-Tec that week.
House presses a button on his console, opening a room behind a set of bookcases, revealing the same kind of apparatus Lee Moldaver and the Knights of San Fernando would later use for the purposes of harnessing Cold Fusion at Griffith Observatory and Area 51 respectively. Cooper clarifies that House is acquiring Cold Fusion from his wife, to which House agrees and explains that the technology will allow him to stay alive indefinitely in a robotic, non-biological form in order to protect Vegas from the coming war. Cooper questions if the war will be started by his wife, which House expresses uncertainty about. However, when Cooper tries to suppose it will be started by Vault-Tec, House disagrees, that despite what the two heard at the meeting, he thinks it is beyond the bureaucrats at Vault-Tec, though it may not be beyond Barbara Howard. When Cooper points out that House said he knew everything, House clarifies that he collects data on various political and socioeconomic factors in order to try and mathematically predict future events. House goes on to say that one day he reached the undeniable conclusion from his data that the end of the world was coming, and while Cooper expresses doubt, House goes on to clarify that he first came to that conclusion on April 14th, 2065, at 5:17 am, to which Cooper responds that April 14th 2065 was his daughter's birthday.
House expresses that the date being the same is curious, and that an additional curious fact is that Cooper's visit to Las Vegas caused the predicted date for the end of the world to "jump forward" by a month. While Cooper skeptically asks if House claims to be a fortune teller, House clarifies that he is a Roboticist and Mathematician, before concluding that while he is unsure how Cooper's actions will lead to the end of the world, they certainly will. Cooper pivots, explaining that the person who sent him believes that House himself is going to cause the end of the world by selling Vault-Tec the weapons it needs to do so, to which House denies, explaining that neither he nor Vault-Tec is going to be responsible for the end, but that he believes an unidentified third party, the same responsible for Cooper's "Demon in the Snow", will be.
House walks back to his desk, placing the Lucky 38 Command Helmet on his head as he speaks, asserting that he lives his life by a single truth, that "The House Always Wins", and that he has taken great pains in order to try and assure he always does, however he supposes that what if he is not "The House" in this scenario, but that someone else is. Cooper decries House as "just a lunatic", to which House takes offense, pointing out that Cooper "pretends to be" a cowboy while Barbara plans the end of the world; meanwhile, he is planning the defense and continuing existence of Las Vegas. Cooper hurriedly returns to the elevator as House loses his temper and rants about how Cooper could very well end the world, calling him a killer and not a cowboy. Inside the elevator, Cooper opens his hip flask and pours the contents into his mouth as the perspective shifts back and forth between Cooper in the elevator before the War, and The Ghoul drinking whiskey inside the Atomic Wrangler in 2296.
Atomic Wrangler
Entering The Ghoul's hotel room at the Atomic Wrangler, Lucy exclaims that she is officially "done with" drugs, before beginning to retch again. The Ghoul directs her to the window, to which Lucy runs and begins vomiting out onto the street below. As she coughs and catches her breath again, The Ghoul walks up to and stands beside her, placing a hand on her back and asking if she's done before closing the window and walking her to an armchair. Lucy thanks The Ghoul, before a figure stood in the doorway coughs to catch their attention. Lucy asks who the figure is, only for The Ghoul to leave them to introduce themselves. The figure is revealed to be Snake Oil Salesman, the Black Box still on the back of his neck. His hair is cut, and he is now dressed in cleaner and more formal buttoned-up businesswear.
Snake Oil Salesman explains that he has been sent by Hank, and relays that although Hank is impressed Lucy was able to follow him so far, he's safe in an underground facility that cannot be reached by her. Lucy compels Snake Oil Salesman to take her and The Ghoul to her father immediately, however Snake Oil Salesman declines. He explains that he does not have permission to, before pivoting to the fact that Hank is watching over The Ghoul's family in Cryostasis and threatens that it would "be a shame" if Hank were forced to take them out of their Cryogenic "slumber" prematurely, pointing out that they almost certainly would not survive such a process. Lucy encourages The Ghoul not to listen to Snake Oil Salesman, and that he cannot be trusted, however he continues, relaying Hank's bargain. The Ghoul's family will remain safe and undisturbed inside their Cryogenic Chambers, but in exchange, The Ghoul must return Lucy to the safety of Vault 33, in order to ensure the safety of both families. Lucy expresses confusion, to which Snake Oil Salesman clarifies that Hank is in the process of setting things into motion that he would prefer Lucy to "wait out" back home, before turning to The Ghoul and asking if he accepts the bargain.
Lucy expresses disbelief that The Ghoul is even considering the offer, however The Ghoul points out that he always intended to use Lucy as leverage to get his family back, and this is exactly that. As Lucy tearfully says she thought the two of them were finally beginning to get along, The Ghoul shoots her with a tranquilizing dart, causing her to stumble disoriented. Snake Oil Salesman says he will relay to Hank that The Ghoul accepted the bargain and leaves. Lucy pulls the empty dart out of her before attempting to attack The Ghoul, though she is only able to grab him before falling to the floor. The Ghoul picks up his belongings and pours himself a glass of whiskey, saying that Lucy should go to sleep and that when she wakes up, she will be back at Vault 33. He sorrowfully says that it can't be helped and that family is a fucked up thing, before drinking his whiskey.
The Past
The Ghoul, drinking his Whiskey, cuts back to Cooper before the War, emptying the contents of his hip flask into his mouth in the Lucky 38 elevator. The doors open, and he exits, disoriented from his talk with House. He takes the first drink he sees off the tray of a cocktail waitress and drinks it, before grabbing another glass from the tray of a waiter and drinking that too. A man raises his glass to Cooper as he passes by, which he takes and drinks as well. Be briefly locks eyes with the imposter House, smoking at the bar, before passing him. Cooper passes by a group of photographers, who take his picture with a flashbulb. An Excited Partygoer recognizes Cooper, asking for and then kissing him, before encouraging him to ride the missile-shaped mechanical bull, which he reluctantly does.
Atomic Wrangler
With her new Power Fist in hand, Lucy manages to stand up without The Ghoul noticing. She readies the weapon and charges at him, yelling. The Ghoul turns from his glass of Whiskey, but Lucy manages to strike him, the force sending him flying into the window, smashing through it and onto the sharp remains of a streetlamp outside, skewering The Ghoul through his torso. Lucy dejectedly shouts down to him that she thought they were friends, before the tranquilizer takes full effect and she falls to the ground.
The Past
Cooper falls from the mechanical missile onto the padded floor below it, as he lies there disoriented, Barbara approaches him, looking displeased. The two go to their hotel room, where she comforts Cooper, laying him on the bed and wiping his brow with a towel. Cooper, looking up at her, states that they need to talk.
S2E6 - The Other Player
Freeside
In Freeside, Cooper Howard remains impaled on the bus stop pole outside of the Atomic Wrangler Casino. Reaching for his Vials, he attempts to enlist the aid of passerbys to no avail. CX404 approaches, and Cooper attempts to get her to hand him his satchel, instead, she grabs his hat. As Cooper attempts to correct her, he begins convulsing and growling like a Feral Ghoul, causing her to flee with the hat. After more convulsing and growling, Cooper goes limp on the pole.
The Past
Lying on the bed of their hotel room in the Lucky 38, Cooper reminisces to Barbara about the day he proposed to her on a romantic point in Catalina. He recalls the rocks being covered in Seagull droppings, and the sound as he took a knee. As Barbara retrieves her sleeping pills from her bedside drawer, Cooper questions whether she was a monster all the way back then, or if she only became one later. When she questions him, he confronts her with his knowledge of her meeting with the heads of industry, quoting her directly with "War. War Never Changes."
Freeside
With night having fallen, Cooper remains impaled on the bus stop outside of the Atomic Wrangler. He continues convulsing and snarling, still unable to retrieve his vials to stave off feralization. He begins repeating the fact that his name is Cooper Howard in an attempt to retain his humanity, as Roger and Martha had done before him. As he reminds himself of his humanity, he mentions that his daughter, Janey is still alive, something he only had confirmed recently. Now driven by the desire to reunite with his confirmed-alive daughter, he begins to pull himself up the pole with great effort. Spitting up blood, he nears the top before slipping back down to the base.
A growl rings out through Freeside, as a large robed figure approaches. The figure breaks the top half of the pole off the bus stop, pulling Cooper off the lower half. Cooper is then dragged from Freeside, past a gore bag, and into a Church.
Now inside the church, Cooper is strung up on a mass of netting and ropes by the Super Mutant who rescued him. The mutant retrieves a glowing green piece of Uranium from his lantern, telling Cooper that it is good for him. Telling Cooper that they need him healthy for the war that is approaching, he places the radioactive material inside his torso wound. As the mutant sits in a nearby, he tells Cooper to hold still lest he slow the healing process.
As Cooper begins healing, the mutant says that humans call them "abominations" despite creating them. Cooper remarks that the two of them were "bit by a different motherfuckin' bug," with the mutant saying that Super Mutants and Ghouls are kin who must unite against their common enemy, the Enclave. Cooper rejects his offer, saying that he has been roaming the wastes for 200 years and prefers to go it alone. The mutant asks him how that has been going for him. Cooper tells him that he has kept himself alive just to find his family, with the mutant responding that he is going to need friends. He continues, stating that if Cooper will not join his cause, then he cannot be allowed to know where they live. The mutant proceeds to club Cooper over the head.
The Past
In the Lucky 38, Cooper and Barb continue to argue, with her shouting that she knows more than him. As she begins to state nuclear war statistics, he interrupts her by saying that he is not a board member, he is her husband, and he does not care about her statistics. Barb argues that this is about their daughter, Janey. Cooper questions her, asking if she is willing to kill billions of people, including daughters just like theirs, for Janey. Barbara questions him, asking if he wouldn't do it for Janey. She tells him that there are worse people than her, with him responding by asking who could possibly be worse than her.
Vault-Tec Headquarters
Barbara explains to Cooper that prior to the trip to Las Vegas, Barbara requested that a young Betty Pearson retrieve all the information they have on how Vault-Tec stores the Cold Fusion Diode. When questioned by Betty about whether this is a good idea, Barb responded that "none of this" is. She leaves the conference room and proceeds to the nearest elevator. Inside, she stands beside a man, who tells her that she is a replaceable part of the machine. The man steps forward, revealing himself to be Dr. Siggi Wilzig, the Enclave Scientist who would go on to attempt to deliver the Cold Fusion Diode to Lee Moldaver in 2296.
Barbara questions him as to his identity, with him responding that if she forgets her place in the company, she will die along with her family. He admits that the same would happen to him if he didn't communicate a message to her. He tells her that nobody can stop what is happening. He informs her that the leaders of the most powerful corporations will be gathering at the Vault-Tec Headquarters, and when they do she is to tell them that Vault-Tec plans on dropping the bombs themselves.
Lucky 38
As Barbara finishes recounting this story to Cooper, he questions who it was that threatened her, before questioning who it is who controls Vault-Tec. When Barbara admits she doesn't know, Cooper stands, suggesting that they find out. Barbara objects to this, stating that this isn't like one of his movies, and there is nothing they can do. When Barbara pleads with Cooper that she is his wife, and he knows her, he responds by telling her that he doesn't know who she is. As he leaves their hotel room, she questions where he is going, to which he responds, "To fuckin' do something."
Mojave Wasteland
Cooper is dragged through the wastes on a netted sledge, pulled by the Super Mutant.
The Past
Cooper helps a heavily inebriated Hank into his hotel room, resting him in a chair before proceeding into the bedroom and retrieving Barb's bottle of sleeping pills. As Cooper pours them both drinks, he slips a pill into Hank's glass. Hank thanks him for having him over, stating that he thought Cooper didn't like him. Cooper hands Hank the spiked drink before the two toast.
After the pills have taken effect, Cooper approaches Hank and opens the briefcase handcuffed to his arm. Inside, he doesn't find the Cold Fusion, but instead a strange syringe device. As he is attempting to figure out what it is, he is interrupted by the arrival of Barb back in the hotel room. When she sees what he is doing, she takes the syringe from him without a word and stabs it into the still sleeping Hank's neck, retrieving the Cold Fusion diode which had been stored inside of him for safekeeping.
Mojave Mission School
Maximus and Thaddeus sleep around their campfire as it begins to die. The sound of heavy breathing and rustling is heard before the pair is awoken by the arrival of a barking Dogmeat, who is still in the possession of Cooper's hat. Recognizing her, they follow her to the Mojave Mission School, where they find Cooper Howard lying injured in a building.
S2E7 - The Handoff
NCR Outpost
Cooper Howard and CX404 lead Maximus and Thaddeus into an abandoned NCR outpost. Thaddeus approaches Cooper and begins attempting to connect with him over their shared experience of being ghouls. After Cooper declines to respond, Thaddeus falls back to walk alongside Maximus again, questioning him on whether he fought Cooper. Maximus confirms this, but states that he was in his Power Armor at the time. Thaddeus points out that Power Armor is hard to operate, recollecting a time in the Area 51 mess hall when he tried to pick up a cup.
Thaddeus asks Maximus if he is sure that they should be following Cooper, with Maximus responding that Cooper said he would take them to Lucy. Maximus then loudly questions Cooper, asking where they are going. When Cooper responds that they're going to the Lucky 38, Thaddeus points out that Vegas is in the opposite direction. Cooper explains that to get to Lucy, they're going to need to fight their way through the Deathclaws on the New Vegas Strip, and that to do this, they are going to need better armaments. When Max asks if that means Lucy is in New Vegas, Cooper mentions that he understands why they got along so well, as they both ask a lot of questions. Cooper then tells Maximus he has a question for him. Turning and drawing his pistol, Cooper demands to know how Maximus has the Cold Fusion Diode. As Thaddeus attempts to de-escalate the situation, Cooper demands to see the diode, with Maximus revealing it. Maximus tells Cooper that he intends to give the diode to Lucy, as she is a good person. Satisfied with this answer, Cooper holsters his gun and resumes walking with a smile.
The Past
Lucky 38
As Barbara hides in the bathroom, Cooper bribes a Lucky 38 maid to take Hank's unconscious body back to his hotel room in her laundry cart. He tells her that she "must see a lot in this town" as he hands her $100.
As Cooper begins to walk away, the maid, revealed to be Stephanie Harper, tells him that she recognizes him from the Vault-Tec Billboards, and questions if he knows how she'd be able to get into one while making minimum wage. Cooper tells her that the vaults aren't all they're cracked up to be, and that the best they can hope for might be for enough people do the right thing. She responds that while this is a nice sentiment, she is going to take her chances with a vault. She asks if he knows how she could get a job at Vault-Tec, with him responding that she should ask Hank when he wakes up. Smiling, she wheels the cart away as Barbara exits the bathroom.
Atomic Wrangler Casino
Cooper Howard enters the packed Atomic Wrangler Casino, and as he approaches the bar, he notices Representative Welch in the mirror, sitting alone at a table. Sitting with her, he thanks her for meeting with him, with her responding by thanking him for bailing her out of prison following her arrest at the Defense Contractors' Summit. Cooper tells her that while he knows she is a good person who is trying to do the right thing, and that he wants to believe in people like her, she doesn't make it easy. He points out her performance at the VA meeting where she presented the award to Charles Whiteknife, and asks why good people like her can't "sell" it better. She retorts by asking how that has worked for him.
Welch proceeds to question Cooper on how much he actually knows about Vault-Tec, with him responding that he now knows more than he did when he intially signed the contract. When pressed, he reveals he knows why his wife is in Vegas, and the plans of Robert House and Vault-Tec. Cooper asks Welch what she would do if she got the Cold Fusion Diode, with her quickly answering that she would give it away to the public. Cooper then tells her that he knows how the diode is being transported, and asks for assurances if he were to give it to her. Welch tells Howard that two hours prior, the U.S. President arrived in Las Vegas via an unmarked plane at McCarran airport, and offers to get him a meeting with him. She tells him that if he gives the president the diode, they can bring an end to the Resource Wars.
The Present
NCR Outpost
Cooper Howard enters an abandoned NCR armory, followed by Maximus and Thaddeus. The trio finds a large arsenal of weapons and immediately begins arming themselves. As Cooper finds a Gauss Rifle, Thaddeus approaches him and again begins attempting to connect about both being ghouls, mentioning that the worst thing is waiting for his nose to fall off. He then shows Cooper a small mouth growing on his collar, asking if it is normal. Cooper looks at the mouth, surprised, before looking back at Thaddeus' face and turning away without a word.
Maximus asks Cooper why he is helping them, with Cooper responding that it is transactional, as he expects the Cold Fusion Diode in exchange for the help and equipment. Cooper tells him that in order to save Lucy, he is going to have to give the diode to a really bad person. Cooper tells the pair that in his life, he has only ever seen one man come out on top in Vegas, and he did so by rigging the game, which they must now do. As he says this, he cuts a rope, causing a curtain to drop and reveal a set of NCR Power Armor.
Maximus and Thaddeus approach the armor, with Maximus reaching out to wipe cobwebs away from the armor's chest plate. As Maximus begins to tear up, he says to Cooper, "You always end up back where you started", handing him the diode. As Cooper walks away, Maximus continues looking at the armor.
Freeside
As the people of Freeside go about their daily lives, loud mechanical footsteps begin to be heard, and individuals begin to look towards the intersection near the Silver Rush. Maximus, now wearing the suit of NCR Power Armor, turns onto Fremont Street, flanked by Thaddeus and Cooper Howard, who is carrying the Gauss Rifle he found in the armory. As they begin walking towards the New Vegas Strip, the people of Freeside realize what their intentions are and begin walking with them. When Thaddeus questions why the people are looking at them, Cooper tells him not to underestimate the power of "brand recognition", with the people recognizing the armor as that of the New California Republic. As they walk, Maximus sees a young boy who resembles himself when he was young, looking at him, smiling, causing him to smile in return. As the trio continues down the street, a man shouts "Long live the New California Republic", causing a flurry of cheers and another man to welcome them back. An older man shouts for them to kill the Deathclaws, while a woman implores them to give the people back their town. As they approach the intersection, an old man removes his hat, bowing respectfully to the group.
Stopping in sight of The Strip North Gate, Maximus questions if Lucy is on the other side, which Cooper confirms. Cooper informs Maximus that once they enter the strip, they need to be fast, and that the strip gate is only about 50 yards from the steps of the Lucky 38. He begins to instruct Thaddeus to take his rifle up to the roof to give them sniper support, but is interrupted by Thaddeus' right arm falling off. The group is caught off guard, with Thaddeus saying he is having a "medical episode." Changing plans, Maximus instructs Thaddeus to hang back, as he and Cooper proceed towards the gate.
New Vegas Strip
Maximus and Cooper enter the New Vegas Strip, where they witness a Deathclaw engaging in Cannibalism. Cooper instructs Maximus to get between him and the Deathclaws as he makes his way to the Lucky 38. After a standoff, Maximus and the Deathclaw rush each other, clashing in the middle of the Strip. As Maximus begins fist-fighting the creature, Cooper makes his way towards the Lucky 38. The Deathclaw knocks Maximus into a car, where one of the arm-blades on his power armor gets stuck.
The Deathclaw begins approaching Cooper, who fires into it using his Gauss rifle, blowing a hole through its ribs. The Deathclaw continues forward, taking another gauss round to the neck. Before it can attack Cooper, Maximus, who had ripped the door off the car he was stuck to, grabs it by the head and almost decapitates it with his arm blades. Relieved, Cooper tips his hat to Maximus before turning to enter the Lucky 38. As he does, Maximus rushes to combat the remaining Deathclaws.
After a brief scuffle with the second claw, Maximus is tail-whipped back through The Strip North Gate. Maximus sits up to see that the gate has been destroyed, and he must now prevent the Deathclaws from entering Freeside.

S2E8 - The Strip
Lucky 38 Penthouse
Cooper Howard stands before the reborn Robert House, now in the non-biological form he had desired. When Howard makes a jab at House regarding the state of Vegas, House responds by stating his happiness at being alive again, as his body had become a target for "wandering travelers with something to prove". As the doors to the cold fusion room close, Cooper blocks them with his Gauss Rifle, pointing it at the Cold Fusion Diode. When he questions House on what would happen if he destroyed it, House admits not to know, as there is only the one, but posits that it would likely affect other planets.
Cooper asks House why he never told him about the vault for management beneath Las Vegas, with House responding that it was because he never delivered him the diode. Cooper proposes to House, whom he calls "Bob", that if he gets him into the Vault, then he will leave him with the diode, which House agrees to. House informs Cooper that he will need to wear a Pip-Boy 3000 Mark V, which he is broadcasting to, so that he can show him the way. House tells Cooper that, whether he likes it or not, everyone works for him eventually.
Vegas Tunnels
As Cooper walks through the tunnels beneath Vegas, Mr. House tells him about how he had rigged every aspect of Vegas, from the slot machines to the management Vault. However, his efforts were thwarted as unbeknownst to him, the vault was secretly controlled by the Enclave, rather than Vault-Tec. It was not until he witnessed the deathclaw in Alaska that he realized that there was someone else in play.
Cooper and House continue walking through the tunnels beneath Vegas, with House telling Cooper that when it came to controlling the future, he was outclassed by the Enclave. He reveals to Cooper that it was the Enclave who released the deathclaws onto the New Vegas Strip, countering the belief of the people of Freeside that they migrated there from Quarry Junction. He then tells Cooper that Hank MacLean is an acolyte of the Enclave.
House tells Cooper that the Enclave has eyes everywhere, and accuses him of being their unwitting servant by giving the U.S. President the Cold Fusion Diode, with Cooper responding that he is what he is. To this, House questions if that is what he will tell his family if he finds them.
The Past

In McCarran International Airport, Cooper and Barbara Howard accept drinks from a waitress, and discuss moving to either Bakersfield or Colorado. The pair is approached by Hank, who tells Cooper he makes an amazing wingman. Behind him, Stephanie Harper steps forward, and the pair reveal that they are now engaged. Hank tells Cooper that she has an amazing resume, and he hopes that Bud Askins will have a job offer for her. Cooper and Barb congratulate them before the pair departs.
Barbara asks Cooper if they are leaving Vegas winners, as the pair begins walking. As they walk through the building, every payphone nearby begins to ring in unison.
The Present

Cooper arrives at the vault, with House informing him that his family is stored in cryo on sub-floor seven.
He finds Lucy being held down by a Massive Legionary who has been controlled by Hank with a Black Box, as Hank attempts to implant her with a Black Box. He kills the legionary with a throwing knife before shooting Hank in the leg. Cooper tells Hank that if it was his decision, he would have killed him, but instead, he is leaving it to Lucy, sliding her his derringer before departing.
As Cooper walks through the facility, House tells him that if he finds his family, he will be happy for him, but questions how he will protect them from the Enclave.
The Past
McCarran International Airport
Cooper answers the ringing payphone, and is ominously greeted by Mr. House, telling him that whatever is about to happen was not him. Cooper looks around, noticing a number of suit-wearing individuals staring at him in the airport. House commends him on playing the hero, as Cooper looks over at Barbara.
The Present
Vault-Tec X-Branch
Cooper enters the management section of the Cryogenic Biorepository, quickly finding the pods labeled for Barbara and Janey. He requests that House open them, and they slide open, revealing that they are empty. House commiserates with Cooper, telling him that he bet on hope and lost.
The Past
McCarran International Airport
Cooper is arrested by a number of U.S Federal Agents, who state that they have a warrant for his arrest from the House Un-American Activities Committee. He is handcuffed and taken away as Barbara sobs.

Cooper notices a Colorado postcard at the bottom of Barbara's cryo-pod. He picks it up and flips it over, finding a message from Barbara written on the back, telling him that Colorado was a good idea.
