Description

Background: The ce_worklist_events table stores event-worklist associations. Unlike the other tables introduced together with it, this one is a primary storage / source of truth. In future, we plan for the events-worklists relationship to be many-to-many. However, for the MVP, it will be a 1-1 relationship; additionally, in the MVP the worklist for a given event will be located at a fixed title, as described in T425003. This task is about implementing the storage layer for the ce_worklist_events table.
