This happens because the Lookup is inside of an Accordion, and accordions have overflow: hidden. This causes the Lookup's menu to be clipped to fit within the Accordion, because it can't escape out of it. Since the Lookup is at the very bottom of the Accordion, there's almost no space below it but a lot of space above it, so Floating UI "correctly" decides to flip it. Running "flip" before "size", as the attached proposes, won't help with that.

overflow: hidden was added to Accordion in https://gerrit.wikimedia.org/r/c/design/codex/+/1184901 to make rounded corners work for outlined accordions. We should either look for a way to remove overflow: hidden without breaking that, or finally enable menu teleportation (T405746) so that menus always appear on top of everything else.
