Summary

T431286: Call CoPE models for edits that are made needs a way to call the CoPE model with a given policy text for a given content to evaluate.

Acceptance criteria

A service method exists that allows a caller to get the response of the CoPE model for the provided content policy text and content to evaluate
Network calls are retried up to two times

Evaluating an edit will need T431291: Implement mechanism for deciding which edits are checked for a given policy to happen, because the content is likely to be different for each policy text (as the policy text will usually have a structure that is specified and the content being evaluated will need to follow it)

Therefore, this just focuses on doing this evaluation for a given policy text and content string. Converting an edit to a content string will be done likely as part of T431291: Implement mechanism for deciding which edits are checked for a given policy
