Replace So-Called Homeland Security with Department of Community Safety

The Department of Homeland Security (including ICE) has only existed since Congress established it for George W. Bush in 2003 as part of a larger shift toward militarization of basic government functions. New legislation would abolish the department, restore useful functions to other departments, create a new department of community safety, and put an end to a variety of abuses.
