About

ETSI is organising, with the support of ETSI (TC) EMTEL and the PEMEA Consortium, the second PEMEA (Pan-European Mobile Emergency Application) PLUGTESTS™ event which will take place from 02 to 05 November 2026. This event will be hosted by the Hellenic Mediterranean University at Heraklion, Greece in the premises of the Pasiphae Research And Development Of Telecommunications System’s Laboratory.

This second edition of the PEMEA Plugtests event will focus on validating interoperability between different implementations of the ETSI PEMEA standards framework in a cross-border emergency communication context.

The format of the event will be lab tests. We recommend that at least one person is present onsite from vendors organisations. However, in exceptional cases, remote testing will be possible on the condition that a point of contact is identified and available to execute the testing sessions.

OBJECTIVES OF THE EVENT

  • Verify end-to-end interoperability between connected PEMEA Apps and PSAP systems
  • Validate new capabilities introduced in the latest evolutions of the PEMEA standard framework
  • Identify gaps in the standards and improve their overall robustness with a focus on operational environments

Special attention will be given to real-life use cases involving cross-border emergency communications and roaming scenarios.

SCOPE OF THE EVENT

  • Core PEMEA specification (ETSI TS 103 478) – Includes PEMEA node communication, authentication, authorization, roaming and callback
  • PEMEA File Exchange extension (ETSI TS 104 014) – Exchange of files during emergency communication
  • PEMEA Real-Time Text (RTT) extension (ETSI TS 103 871) – RTT channel during emergency communication
  • PEMEA Audio Video (WebRTC) extension (ETSI TS 103 945) – Audio Video channel during emergency communication
  • PEMEA Instant Message (IM) extension (ETSI TS 103 756) – Chat channel during emergency communication
  • PEMEA Service Discovery extension (ETSI TS 103 872) – Test if PEMEA is available in the location and with which capabilities
  • PEMEA ESInet Shared Services (ETSI TS 103 872) – Includes routing to third party services (Police, Firefighters, …) and interoperability with ESInet
  • Application to PSAP end to end communication.

The tests will be aligned with the relevant ETSI specifications.

PARTICIPATION

  • PSAPs and emergency service authorities
  • PEMEA service providers
  • Emergency Application providers Apps with PEMEA interface
  • Network operators and integrators
  • Public authorities involved in the transition of infrastructure to packet-based technology.

Participants may join either with full solutions (PEMEA nodes and services) or with specific components (Apps, PSAPs, …).

BENEFITS FROM THE PARTICIPATION IN THE EVENT

  • To assess the level of interoperability of your implementations
  • To validate your understanding of the standards
  • To test with (many) other real implementations and demonstrate end-to-end interoperability
  • To debug your implementation: early bug fixing, saving time and costs
  • To promote the technology and the ecosystem.

EXPECTED OUTCOMES OF THE EVENT

  • Validation of interoperability between multiple vendors
  • Identification of implementation issues and standard gaps
  • Feedback to ETSI for potential specification improvements
  • Increased maturity of PEMEA standard framework for operational deployments.

First steps

Registration

All participants must register individually for the event in order to receive their credentials and be subscribed to the mailing list dedicated to this event. Companies registered are expected to have at least one person present on site during the event or connected remotely. The registration deadline is 09 October 2026.

Each first person in a company to register to this event is de facto the official contact from this company for administrative matters. Each participant is invited to register individually.

The event is free of charge and attendees will be responsible for all other associated costs (travel, meals, etc.).

NDA

All participating companies, observers included, must sign the Non-Disclosure Agreement (NDA) that the official contact will receive upon registration. Organisations will not be allowed to participate to the event if the NDA and Rules of Engagement (RoE) have not been signed.

The deadline to return the signed NDAs and RoEs to ETSI is 16 October 2026. Credentials to access the wiki dedicated to the event will be sent to the registered participants upon signature of the NDA and RoE by the authorised representative of their organisation.
