Telecoms providers have a responsibility to help prevent phone numbers from being misused. We’ve fined Tismi £437,500 after our investigation found it failed to have appropriate or proportionate measures in place to prevent the misuse of numbers allocated to it. Around 366,000 sub-allocated numbers were exposed to potential misuse for more than two years. Providers must take appropriate steps to understand who they are providing numbers to, monitor for potential misuse and respond appropriately when incidents are reported. This action sends a clear message: companies that fail to put appropriate protections in place can expect to face enforcement action.

Trust in numbers and preventing scams is such an important topic and CPs and resellers have a crucial part to play. There will be a FCS member briefing on this investigation soon, so keep an eye on your inbox - you can also replay the session from our August meeting where George Berry from Ofcom took members through the recently updated Ofcom guidance, which is well worth a look. As always, if you have any questions, please drop a line to fcs@fcs.org.uk.

Edition #4 of The Compliance Signal is out. Identifying the source of suspicious calls does not end a provider’s compliance obligations. Digital Solutions identified the customers behind the flagged calls. That was not enough for the FCC. The message for voice providers is clear: how you investigate, respond and prevent further illegal traffic matters. And with the proposed RMD overhaul moving forward, the scrutiny of what providers certify, and what they actually do, is set to grow. #FCC #TelecomCompliance #RobocallMitigation #RMD

When telecom regulators and carriers start opening formal investigations into operators over misused numbering ranges, it signals a vital shift: accountability is finally moving upstream to the infrastructure providers. As recent oversight actions emphasize, protecting the digital ecosystem requires holding carriers responsible for the numbers allocated to them, ensuring they arent quietly laundering malicious voice traffic or high-volume scam texts. Stopping telecom-enabled fraud requires friction at every level of the carrier network. #TheFraudFellas #TelecomSecurity #ScamPrevention #CyberSecurity #TrustAndSafety #FraudAwareness Ofcom Anis Ahmed Irina Ionescu, PhD

Telco Fines for Facilitating Scams This is the way to get telcos to join the fight against scams. “Tismi BV, a telco licensed to operate in eight European countries, has been fined GBP437,500 (USD585,000) by Ofcom, the UK regulator, for “failing to take appropriate and proportionate steps to ensure allocated numbers were not misused, including to perpetrate scams”. Around 366,000 UK phone numbers were sub-allocated by Tismi between November 2022 and January 2025 without adequate due diligence of customers and without adequate monitoring of how those numbers were used in practice. Tismi also lacked formal processes to handle the reports of number misuse they received. Tokenized Infrascturure requires complying with regulation. Too many stop there. Live institutional clearers already print it on their websites: only verified institutions may quote, settle, or hold. The gate exists. The policy is written. What does not exist is the permission file behind the gate.
The eligibility fact. In front of the transaction. Copy 07 is in circulation. One line opens every three days. The full transmission unlocks 17 October. Request early transmission if you want it before then. 📵 Robocalls aren’t just annoying—they can put consumers at risk. The FCC’s #BlockIt initiative highlights the important role phone companies play in combating illegal robocalls and helping protect consumers from unwanted and potentially fraudulent calls. For businesses, reliable communication means more than simply making sure calls go through. It also means building trust and helping customers feel confident when they answer the phone. As call scams and spoofing continue to evolve, businesses and communications providers have an important role to play in creating a safer, more trustworthy calling experience. A small moment of hesitation can prevent a costly mistake. Ofcom’s 2 October 2026 warning highlighted missed-call scams: an unfamiliar number rings briefly, hoping the recipient calls back. In some cases, that return call can result in premium-rate charges or attempts to obtain personal information. For teams, households and customers alike, the advice is simple: pause, verify the number independently and report suspected scam calls to 7726 from a UK mobile. Useful communication should make people safer, not just sell them something. Source: Ofcom. #Telecoms #ConsumerProtection #ScamAwareness #OCCTA
