sheet.

U.S.-JAPAN RELATIONS

The U.S.-Japan Alliance is the cornerstone of U.S. security interests in Asia and fundamental to regional stability and prosperity. Japan is one of the world’s leading democracies and the world’s fourth largest economy. The U.S.-Japan Alliance is based on shared vital interests and values, including: the maintenance of a free and open Indo-Pacific; the preservation and promotion of political and economic freedoms; support for human rights and democratic institutions; and the expansion of prosperity for the people of both countries.

This year marks the 65th anniversary of the signing of the U.S.-Japan Treaty of Mutual Cooperation and Security. At the 2024 Security Consultative Committee (“2+2”) our countries made the most significant security upgrades since the U.S.-Japan Security Treaty was signed. The United States and Japan announced a new U.S. joint force headquarters that will be aligned with Japan’s launch of its joint operations command. We deepened defense industry and advanced technology cooperation, which includes the pursuit of mutually beneficial co-production, and committed to bolster our bilateral presence in the Southwest Islands. The U.S. military, via U.S. Forces Japan, maintains approximately 60,000 military personnel in Japan across U.S. Army, Marine Corps, Navy, Air Force, and Space Force elements. Japan is a major purchaser of U.S. defense equipment, ranking #1 globally in active Foreign Military Sales cases.

The U.S.-Japan bilateral relationship has evolved into a global partnership that advances peace and prosperity around the world. The United States and Japan cooperate on a broad range of global issues. The countries also work together to promote integrity in Information and Communications Technology (ICT) supply chains, ensure a secure transition to 5G and Open Radio Access Networks (Open RAN), and advance trusted undersea cables resiliency and redundancy. We collaborate broadly in science, technology, and health, and are collaborating to expand already strong people-to-people ties in education, science, and other areas.

The United States and Japan collaborate closely on international diplomatic initiatives. The United States, Japan, and the Republic of Korea inaugurated a new era of trilateral partnership at the Camp David Summit in August 2023 to advance the security and prosperity of our people, the Indo-Pacific region, and the world. The United States also coordinates with Japan and the Philippines trilaterally and with Australia, India, and Japan through the Quad to promote a free and open Indo-Pacific. In Southeast Asia and the Pacific Islands, U.S.-Japan cooperation advances maritime security and economic development.

Outside Asia, Japanese political and financial support has significantly assisted U.S. efforts on a variety of global issues, including assisting developing countries, working closely on critical and emerging technologies such as AI, semiconductors, and advanced reactors, and standing up for human rights and democracy. Japan is an indispensable partner in multilateral fora including the G7, G20, OECD, APEC, ASEAN, and the United Nations. Japan broadly supports the United States on nonproliferation and nuclear issues.

The United States established diplomatic relations with Japan in 1858. During World War II, diplomatic relations between the United States and Japan were severed in the context of the war that followed Japan’s 1941 attack on Pearl Harbor, Hawaii. After years of fighting in the Pacific region, Japan signed an instrument of surrender in 1945. Normal diplomatic relations were reestablished in 1952, when the Supreme Commander for the Allied Powers, which had overseen the postwar Allied occupation of Japan since 1945, disbanded.

Bilateral Economic Relations

U.S.-Japan economic ties run broad and deep and support our shared prosperity. Japan is the number one source of foreign direct investment in the United States. As of 2023, Japanese firms had invested more than $780 billion in the U.S. economy. This investment supports nearly one million U.S. jobs. Japan is the United States’ fifth-largest trading partner, with hundreds of billions of dollars’ worth of goods and services flowing between our two countries every year across a variety of sectors. In 2023, total U.S. bilateral trade with Japan reached more than $304 billion, including a services trade surplus of $5.7 billion and a goods trade deficit of $71.5 billion. Japan is a large market for many U.S. exports, including energy, medicine and medical equipment, agricultural products, and machinery. Top U.S. imports from Japan include automobiles, auto parts, and electronics.

In 2020, the U.S.-Japan Trade Agreement and U.S.-Japan Digital Trade Agreement each entered into force. The former eliminated or reduced Japanese tariffs on approximately $7.2 billion in U.S. agricultural exports, and the latter includes high-standard provisions that boost opportunities for U.S. firms while guaranteeing consumer privacy protections. The United States aims to continue to lower Japan’s non-tariff trade barriers and improve the climate for U.S. investors.

Science and Technology Cooperation

Reflecting and supporting our security and economic ties, the United States and Japan are close partners on science and technology. Under the U.S.-Japan Science and Technology Agreement, our two countries have collaborated for more than 25 years on scientific research in areas such as new energy technologies, supercomputing, and critical materials. We are collaborating to strengthen our competitiveness in critical and emerging technologies such as artificial intelligence, biotechnology and biomanufacturing, quantum computing, cyber, digital infrastructure, nuclear energy, and space technologies. The United States also works closely with Japan on export controls for certain goods, services, and technology to protect our national security.

Energy and Critical Minerals Cooperation

Japan’s large investments in the U.S. energy sector and purchases of U.S. energy exports help unleash affordable and reliable American energy. Our strong trade and investment ties with Japan are solidifying the United States’ status as a global energy leader. Japanese firms have invested billions of dollars over many years into expanding U.S. liquefied natural gas (LNG) export capacity. In 2025, our leaders announced their intention to further expand mutually beneficial exports of American LNG to Japan. The United States and Japan are also close partners and leaders in the civil nuclear energy sector. We have collaborated to deploy cutting-edge small modular reactor and other advanced nuclear reactor technologies in emerging markets.

The United States also works closely with Japan to build diverse critical minerals supply chains. Given the strong links between our economies for many of these key resources, the United States and Japan are collaborating with likeminded partners to enhance critical mineral supply chain resilience. These activities help to mitigate the impact of supply disruptions caused by other countries’ export restrictions on critical minerals.

People-to-People Relations

The strength of the U.S.-Japan relationship is due in part to the substantial reservoir of goodwill created by the close grassroots ties between the U.S. and Japanese people. There are more than 40,000 American alumni of the Japanese government-sponsored Japan Exchange and Teaching (JET) Program and its predecessor, the Monbusho English Fellowship Program. Close to 10,000 Japanese and American students and scholars have made reciprocal visits since the Fulbright program was launched in 1952. There are 38 U.S.-based Japan-America chapters, and the United States and Japan also share more sister city relationships – over 200 distinct partnerships – with each other than with any other country. Many other non-governmental organizations, such as the U.S.-Japan Council, Mansfield Foundation, and Sasakawa Peace Foundation, utilize public-private partnerships as well as U.S.-government grants to support people-to-people exchange.

The United States-Japan Conference on Cultural & Educational Interchange (CULCON), a binational advisory panel, was founded in 1961 to make policy recommendations on how to continue to improve people-to-people ties between the United States and Japan. Since its inception, the organization has formed several task forces to take on policy issues regarding people-to-people exchange, most recently focusing on increasing the number of Japanese students studying in the United States, and how both countries can better foster the next generation of leaders in the U.S.-Japan relationship.

In 2025, Osaka will host the World Expo under the theme “Designing Future Society for Our Lives.” With more than 28 million visitors expected, Expo Osaka will be the largest public and economic diplomacy event in the Indo-Pacific region in 15 years. The 31,000 square foot USA Pavilion, with its theme, “Imagine What We Can Create Together,” includes a series of five immersive exhibits that will encourage visitors to envision themselves traveling to the United States or working with and in the United States towards advances in education, innovation, and space exploration.

Japan's Membership in International Organizations

Japan and the United States belong to many of the same international organizations, including the United Nations, G7, G20, Organization for Economic Cooperation and Development (OECD), the Asia-Pacific Economic Cooperation (APEC) forum, ASEAN Regional Forum, East Asia Summit, International Monetary Fund, World Bank, and World Trade Organization. Japan is also a strong contributor as a member of NATO’s Indo-Pacific Partners, a member of Partners in the Blue Pacific, a Partner for Cooperation with the Organization for Security and Cooperation in Europe, and an observer to the Organization of American States.

Bilateral Representation

Principal embassy officials are listed in the Department’s Key Officers List.

Japan maintains
