If you are trying to update your project web pages then this is not where you should be and you are in the wrong place. You want to cvs checkout your web pages, make the changes you want to make, then commit them.
cvs -z3 -d:ext:$USER@cvs.savannah.gnu.org:/web/$PROJECT checkout $PROJECT
Your address is not blocked if you are seeing this message. If you were blocked then you would only see a timeout from the server. Since you are getting this response then you know you are connecting and therefore your address is not blocked.
