In 1995, the government of Yemen issued a Presidential Legislative Order outlining the rights of workers. The order specifically addresses the obligations of employers to insure that all citizens have the opportunity to observe the holidays and participate in the activities surrounding them.

The Presidential Order includes provisions for the rights of workers regarding national holidays. Article 78 states that workers are entitled to leave with full pay on all official holidays. Yemen is an Islamic society, hence Islamic holidays are observed closely. Article 71 highlights that during the month of Ramadan, all workers cannot work more than 36 hours per week.
