A new global initiative is helping cities better understand and strengthen the #capacities needed to respond to complex #urbanchallenges. #ThePublicSectorCapabilitiesIndex, developed by the UCL Institute for Innovation and Public Purpose (IIPP), offers a #framework to assess how city administrations #adapt, #learn, and #collaborate in a constantly changing environment. Instead of focusing only on #financialefficiency or #sectorperformance, the Index looks at what experts call #dynamiccapabilities— the internal practices that allow governments to anticipate challenges, work across sectors, experiment with solutions, and adjust policies over time. It evaluates five key capacities: #strategicawareness, adjusting priorities, building coalitions, learning and experimentation, and reconfiguring delivery. Participating cities nominate a small group of senior officials who take part in structured interviews. In return, cities receive feedback on their strengths and areas for development, along with comparative insights before the first public release of the Index in 2026. Beyond individual assessments, the initiative aims to create a global reference point for urban governance, supporting cities in learning from each other and strengthening their ability to respond to complex, systemic challenges.

Over the course of a year, city teams, universities, local stakeholders, civil society, and experts worked together to build these plans — shaping coordinated actions, investment pathways, and commitments shared across the entire urban ecosystem. Keynote Sessions | November 27, 12:15 – 13:00 Chrysses Nicolaides & Maria Vassilakou | Members of the M100 International Jury Directly involved in the final evaluation of the Climate Contracts of the cities participating in the M100 Mirror Mission, Chrysses Nicolaides and Maria Vassilakou will offer a European perspective on climate governance and multi-level collaboration for accelerating the green transition in cities. We are delighted to have them with us at the M100 Convention for Climate Neutrality 2025. Maria Vassilakou, urban planner and founder of Vienna Solutions, is the former Deputy Mayor of Vienna (2010–2019), where she coordinated key areas such as urban planning, mobility, energy, and public participation. Through her initiatives, Vienna became one of the most livable cities in the world. Currently, Maria provides international consultancy on sustainable urban transformation and serves as a member of the EU Mission Board for Climate-Neutral and Smart Cities. Chrysses Nicolaides is a strategic consultant and advisor for cities, a member of the EU Mission Board for Climate-Neutral and Smart Cities, Managing Partner at CNE Business Development Ltd, and founder of the Smart Cities Mediterranean Cluster. With global experience in strategic leadership roles, Chrysses works at the intersection of research, industry, and public policy, contributing to the development of intelligent and sustainable solutions for cities.

After a year of collaboration with the Romanian cities selected in the Mirror Mission, it’s time to celebrate our achievements together! On November 27–28, we’ll meet at the "Ion Mincu" University of Architecture and Urban Planning, in Bucharest, for the 𝗠𝟭𝟬𝟬 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗡𝗲𝘂𝘁𝗿𝗮𝗹𝗶𝘁𝘆 𝗖𝗼𝗻𝘃𝗲𝗻𝘁𝗶𝗼𝗻 𝟮𝟬𝟮𝟱 – two days dedicated to dialogue and solutions for sustainable cities, under the theme 𝑁𝑜 𝐶𝑖𝑡𝑦 𝐿𝑒𝑓𝑡 𝐵𝑒ℎ𝑖𝑛𝑑. We are marking a new milestone for the M100 cities: the awarding of the 𝗠𝟭𝟬𝟬 𝗟𝗮𝗯𝗲𝗹, recognizing the efforts invested in drafting and finalizing Climate Action Plans – the first step towards urban transformation for a greener future. Together with representatives of the European Commission, national and local authorities, urban leaders, academia, NGOs, and civil society, we are strengthening dialogue and collaboration around an essential theme: the future of our cities – greener, more sustainable, and more people-centered.
