The Shift Fire Inspector responds to all plant emergencies and provides direction as needed. In addition, the inspectors perform routine tasks and duties that prepare the organization and assist it in the prevention or improved response to events, should they occur. The duties of the Fire Inspector position is divided into two main areas of responsibility: Emergency Response and Routine Duties
PRINCIPLE RESPONSIBILITIES:
Emergency Response:
Assists the Emergency Services Supervisor as assigned
Responds to all in plant emergencies (Fire, Hazmat, Oil Spill, Medical, and Rescue), performs size-up, personnel accountability, and determines manpower needs to safely handle the emergency
Provides first aid treatment to stabilize injured personnel
Acts as the Operations Section Chief in the absence of the Emergency Services Supervisor (until relieved)
Initiates Incident Action Plan
Designates officers and teams in accordance with NIMS/ICS to handle given emergency
Directs E.R.T. to safely handle given emergency, limit environmental and community impact, and to minimize damage to refinery assets
Works with others to secure the site of the emergency and influence decisions regarding ongoing operations
Responds to offsite emergencies upon request of the New Castle County Fireboard, or other Mutual Aid request to provide expertise and specialized equipment to assist with transportation emergencies
Routine Duties:
Actively participates on all ERT teams (Fire, Hazmat, Oil Spill, Medical, and Rescue)
Attends training to maintain certifications and to further develop skills
Assists in the development of employee training programs
Conducts training in basic fire and accident prevention, proper use of P.P.E. and respiratory equipment including APR’s, SCBA, and airline equipment
Performs inspections on assigned equipment, units, and buildings as required
Assists Operations, with atmospheric monitoring, IH exposure issues, and interpretation of refinery safety procedures
Responds to reported accidents to assess scene safety, secure evidence, and to assist with the investigation
Conducts and/or assists with safety inspections on process units
Conducts and/or assists with focused audits including permit and LOTO
Actively participates in T/A and maintenance activities, provides direction to assigned safety personnel, leads safety meetings, and provides feedback to various stakeholders
Issues permits in non-operating areas of the refinery (BWB, lay down areas, etc.)
Assists Operations with the maintenance and repair of refinery fire and safety equipment
Step up as refinery supervision when the Shift Superintendent has to leave the refinery for odor complaints and/or investigations
Works with contractors to make repairs to the fire water system, strategically returns repaired fire equipment to service to prevent hammering the system, tests newly installed and/or repaired equipment for performance, performs maintenance to hydrants and monitors, and assists with annual NFPA 25 inspections as needed.
Assists with annual inspection and testing of fire equipment (extinguishers, hoses, fixed fire pumps, apparatus, etc.)
Sets up temporary fire water on process units when portions of the fire water system are impaired
Coordinates assigned response team, assists with team training and shift responders, recruits new team members as needed, conducts operator training on apparatus, spill response boats, and maintains equipment inventory for assigned response team
Job Requirements:
Education and Skills:
Two year college degree in Fire Safety or equivalent preferred
Formal training in fire control and safety administration specifically fire attack, high angle/confined space rescue, hazardous materials response, ICS/NIMS
Minimum of three years’ experience in petroleum refining (maintenance or operations), chemical production, or industrial manufacturing
Must be able to climb towers up to ~200 feet high using stairs, vertical ladder ways, or climb inside enclosed vessels while wearing SCBA, APR and other personal protective equipment
Must be able to rescue individuals in all types of scenarios
Pass pulmonary function test
Current National Registry EMT-B certification
Complete NFPA certification training defined by the Emergency Services Supervisor (Fire Chief)
Critical Job Skills and Competencies:
Must be familiar with process equipment and operations
Must be able to operate emergency apparatus and spill response equipment
Team player with positive attitude
Must possess good leadership, analytical, and observation skills
Must be able to respond rationally to potentially life-threatening situations and provide direction to personnel during stressful and/or emergency situations
Knowledge of emergency response and fire brigade structure
Knowledge of hazardous materials and response to Hazmat incidents
Service with public or private sector Fire Department
Possess the ability to lead meetings, provide training, and participate in group discussions
Be respectful and able to maintain credibility with operations, maintenance and contractors
Possess basic computer skills and have working knowledge of Microsoft Office Products
Equipment: Emergency Response Equipment such as: AED, Fire Extinguishers, Fire Apparatus (Ambulance, Engines, Tower, Foam Tenders, etc.), and Stationary Fire Fighting Equipment.
Must be able to work outside in all types of weather.
