For one, the open Llama could be audited by military experts but the closed, third party distillation dependent ( one of them Alibaba's Quem) Avocado, is a blackbox that the Pentagon can't control nor trust. Compare this to what was Anthropic's fault that Pentagon shot and wounded it and has left it to bleed.
