The cross-locale project translation editor can import/validate strings on a specific project for more than one locale.   We fully understand your point regarding machine translations without human review, and we respect both the quality standards and the time of the volunteer translators. Our intention was not to add unnecessary work for the Spanish team, but to prepare a starting point and then improve it correctly.
  
  Could you please let us know what you would recommend as the best next step? Should we first revise the submitted stringsString A string is a translatable part of the software.
