Breaking news

Trouble in paradise, campers. One of the big budget implementation bills (the one with the fund transfers) went down in flames in the House and had to be pulled out of the record. The appropriations bill was also pulled out of the record before a vote could be called.

The mushrooms are revolting. We'll see how long they hold out.

UPDATE: It looks like the stand-alone bimp bill that would wipe out the Illinois Student Assistance Commission could be headed for defeat. As I told Capitol Fax readers this morning, the budget isn't based on the money the state would receive from selling off ISAC's assets and laying off 500 employees. That fact has undermined the bill's potential for success - which was never great anyway.

UPDATE 2: Appears the problem has been worked out with the Black Caucus and the bimp bill will proceed. Not sure yet what sort of deal was worked out.

UPDATE 3: You guys are amazing. I was so busy with session that I didn't have time for the blog, but the commenters filled in many of the blanks. I'm proud to have you people post here. Thank you.

Rank and File members of the General Assembly are typically called "mushrooms" because leadership keeps them in the dark on the really important decisions.

It would be sooooo cool if they had to stay in session.

Senate is doing the budget bill now, 845pm - Dillard just used his "pay day loan" line again. I still think nobody will care.

A Bimp bill (there are usually 2-4 of them at the end of each session) makes all of the statutory changes and fund transfers necessary to implement the appropriation (budget) bill(s) being passed. They are drafted by OMB and circulated among the caucus staffs to make sure all the items in them are as agreed.

Let me make a few observations for some of the questions out there. The clock of the General Assembly is kept by computer and has been computerized since the early 1970's. Thus, there is no "Stopping" the clock. However, on occasion the chair has simply announced "the time of day" when it was politically necessary. It happens on the last bill, there is usually a whole bunch of confusion and consternation, so the chair says the "time" and then adjourns the chamber. I've seen it happen 3 or 4 times in my career. Second, it appears the Black Caucus demanded additional "member initiative" money after hearing that certain members were collecting member initiative money in large amounts. The other thing happening is that GOMB has unveiled an early retirement -- don't get overly excited -- it's the same deal as last year, but they aren't hoping for 3000 this time, but 500. Hmmm isn't that the same number as the ISAC? The ERO will be up in the full House in a few minutes. Last, for all you electricians out there, a mandatory licensing act has been popped out in the Senate and looks like it'll go. The IBEW seems to be livid....

Just another day in paradise, and I get paid for this....

The House passed the spending plan a couple of hours ago.

At 5/31/2005 09:38:00 PM, Anonymous Anonymous said...

Any changes? or same plan? Did they add more spending for the Black Caucus ???

At 5/31/2005 09:38:00 PM, Anonymous Anonymous said...

FYI. Rep. Larry McKeon was absent today. He's been ill most of the session. Good guy and would have supported his party.

At 5/31/2005 09:40:00 PM, Anonymous Anonymous said...

No changes. The additional money for the BC will likely be found in the "discretionary" spending lines in the budgets for the departments of Human Rights, Public Aid, and Commerce and Economic Development.

The spending plan is finished, and I think all but one of the BIMP bills are done. Riverboat gaming may now be in trouble, but there are still a tad over two hours to go.

At 5/31/2005 09:44:00 PM, Anonymous Anonymous said...

Not yet. Senate is now on the electrician's bill and the House is doing the ERO.

At 5/31/2005 09:44:00 PM, Anonymous Anonymous said...

Both bills will need to go to the second chamber for concurrence.

There's a TIF (Tax Increment Financing) bill for a South Suburb Intermodel moving, the only gaming bill seems to be in some trouble and the Comptroller doesn't seem to be active.

Questions:

1. Were the special funds raided?
2. Was ISAC killed or is it still with us?
3. Is HB0153 dead?

At 5/31/2005 10:03:00 PM, Anonymous Anonymous said...

A fine question, Pat. What do they have in common? Well, Rich seems to have better sources....but then again, Dan is entertaining.

Gee, maybe I should look into this...

At 5/31/2005 10:06:00 PM, Anonymous Anonymous said...

Yes, ERO has passed the House and now goes to the Senate. (So has the electricians bill.)

More than 200 funds were swept as part of the BIMP Bills. Rich has the complete list on the front page of the blog.

HB 153 died on May 6.

There ya go.

At 5/31/2005 10:08:00 PM, Anonymous Anonymous said...

Oops sorry I forgot one of your questions. The ISAC provision seems to be dead for now, and may be the reason the ERO amendment is being offered at such a late hour. That's just a guess, but the numbers seem to indicate it may be a good one.

HB 316 the riverboat bill has now passed the Senate and will be sent to the governor. No Chicago casino, though.

Gov. Blagojevich is currently on the Senate floor for a visit.

Any update on the capital projects bill? I'm following along online now three hours away from Springfield. I was told over the weekend it was on hold because the GOP weren't going to give them any votes to meet the 3/5ths margin. Is that still the case? Anyone?

Hang in there gang. It's not over yet. The democrats seem to be running the board. Instant internet lottery is now being debated in the Senate.

THe capital bill was voted down over the weekend. It fell four vote short, since a super majority of 3/5's is necessary.

I don't often see eye to eye with Mr. Goofy CPA, but he does offer some keen insight on what went on in the Opportunity Returns capital bill last weekend.

SB 1442 HA 2 is the same "quit the state, forfeit your future pension, and we'll pay you double your cash-out payment" plan that had a few hundred takers the last time it was offered. This is not a good deal for most state employees except for those with less than the eight-year minimum vesting requirement who wish to leave.

A lot of folks "inclined to leave" already left during incentives ERI 2002, ARC 2004, and 13-week severance package 2004. Due to the lack of short-time state employees (except for the politicos) a big crowd of takers is not likely this time around.

short timers are eligible? perhaps some of the governor's little boys will take the dough and go back to their former playpens.

Only requirements for ARC 2005: to be on the state payroll July 1, 2005, to be continuously employed on state payroll since January 1, 2005, to not be previously retired, to apply for ARC before September 1, 2005, and to terminate state employment one month after approval but no later than October 31. Must be on the list of qualified positions (it's a pretty big list). Limited to first 500 approved requests.
