Fitz Johnson
Fitz Johnson (Republican Party) is running for election to the Georgia Public Service Commission to represent District 3. He is on the ballot in the general election on November 3, 2026. He advanced from the Republican primary on May 19, 2026.
Johnson (Republican Party) was a member of the Georgia Public Service Commission, representing District 3. He assumed office on August 26, 2021. He left office on December 31, 2025.
Gov. Brian Kemp (R) appointed Johnson to the commission on July 21, 2021, to replace Chuck Eaton (R) after Kemp appointed him to the 5th Superior Court District of Georgia.[1]
Biography
Fitz Johnson served in the U.S. Army from 1981 to 2002 and reached the rank of major. Johnson earned a B.A. in education from The Citadel in 1985, an M.Ed. from Troy University in 1991, and a J.D. from the University of Kentucky in 1998. His career experience includes owning ASID Group International, LLC, the Atlanta Beat women's professional soccer team, and Eagle Group International.[2]
2026 battleground election
Ballotpedia identified the November 3 general election for the Georgia Public Service Commission as a battleground election. The summary below is from our coverage of this election, found here.
Four candidates are running for two seats on the Georgia Public Service Commission in the general election on November 3, 2026. Incumbent Peter Hubbard (D) and Fitz Johnson (R) are running in District 3. Shelia Edwards (D) and Josh Tolbert (R) are running in District 5. District 5 incumbent Tricia Pridemore (R) ran for the U.S. House rather than seeking re-election.
The 2025 elections replaced the commission's 5-0 Republican majority with a 3-2 Republican majority. If both Hubbard and Edwards win, Democrats will win a 3-2 majority on the commission. If either Johnson or Tolbert wins, Republicans will maintain their majority.
Hubbard and Johnson are running in the District 3 election.
Hubbard defeated then-incumbent Johnson in a special election in 2025. He is a former energy analyst who ran unsuccessfully for the Georgia House of Representatives in 2022. His campaign website says he had "[p]ublished a data center cost analysis estimating that data center electricity discounts shift over a billion dollars in infrastructure costs onto residential customers."[3]
Johnson is a U.S. Army veteran and businessman. Gov. Brian Kemp (R) appointed him to the board in 2021, where he served until 2025. In a post on X, Johnson said, "Data centers should pay their fair share of the power bill, and because of the protections I put in place during my time as Public Service Commissioner in Georgia, they will."[4]
Edwards and Tolbert are running in the District 5 election.
Edwards is a business owner who ran unsuccessfully for the Georgia House of Representatives in 2016 and 2018. She was the Democratic nominee to run against Johnson in 2022 before that election was canceled. Her campaign website says, "As massive data centers and AI facilities place increasing demands on our electric grid, they must pay the full cost of the infrastructure needed to serve them—not shift those costs onto residential customers and small businesses."[5]
Tolbert is an engineer and business owner who ran unsuccessfully for the Georgia Senate in 2025. Tolbert completed Ballotpedia's Candidate Connection survey. In his survey response, Tolbert wrote, "I believe the complex, multibillion-dollar decisions before the Public Service Commission require strong technical expertise, rigorous oversight, and a relentless focus on affordability and reliability. I am running to bring an engineer’s perspective to the PSC by asking hard questions, digging into the details, and making decisions based on facts, engineering, and economics rather than politics or ideology."[6]
The Georgia Public Service Commission is a five-member board responsible for regulating Georgia's public utilities. Although members represent districts, they are elected statewide to six-year terms. Scheduled elections in 2022 and 2024 were canceled because of a then-ongoing lawsuit challenging the statewide election of commissioners. Click here for more on the cancellations.
If no candidate wins a majority of the vote in the District 5 election, the top two finishers will advance to a December 1 runoff.

2022
Georgia was scheduled to hold an election for two of five seats on the Georgia Public Service Commission on November 8, 2022. The general election was canceled after United States District Court judge Steven Grimberg ruled on August 5, 2022, that the Georgia Public Service Commission's at-large elections violate the Voting Rights Act and that the scheduled 2022 general election should not be held using that system. The state submitted an appeal to stay the decision until after the general election but withdrew the appeal on August 19, 2022, meaning the two races did not appear on the 2022 ballot.[10][11]
A primary was held on May 24, 2022, before the general election was canceled.
