2026 battleground election
Ballotpedia identified the Nov. 3 general election for New York's 3rd Congressional District as a battleground election. The summary below is from our coverage of this election, found here.
Incumbent Rep. Tom Suozzi (D) and Michael LiPetri Jr. (R/Conservative Party) are running in the general election for New York's 3rd Congressional District on Nov. 3, 2026.
This election is a rematch from 2024, when Suozzi defeated LiPetri 51.7% to 48.1% in the general election. This district is also one of 23 Democratic-held districts that President Donald Trump (R) won in the 2024 presidential election. Trump defeated Kamala Harris (D) 51.4% to 47.1% in the district.
The Cook Political Report's Erin Covey and Matthew Klein wrote that Suozzi's voting record in the U.S. House of Representatives could help him in the general election: "[Suozzi] is a strong incumbent. He has routinely distanced himself from the national party on issues like immigration and crime, most notably by voting for the Laken Riley Act."[2]
According to Newsday's Billy House, this year's gubernatorial election in New York could help LiPetri in the general election: "Nassau County Executive Bruce Blakeman's spot atop the November ballot — as the GOP nominee for governor — could be an added draw for Republican voters. Still, LiPetri lost two years ago with Trump atop the ballot."[3]
Subsidiaries of the Democratic and Republican Parties identified this election as being competitive. The National Republican Congressional Committee (NRCC) identified it as a target district and named LiPetri to its MAGA Majority program, which provides support to candidates in Democratic-held or open districts.[4][5] The Democratic Congressional Campaign Committee (DCCC) named Suozzi to its Frontline program, which provides support to Democratic incumbents in competitive districts.[6]
Suozzi was elected to represent the district in 2024 and previously represented it from 2017 to 2023. He also served as Nassau County Executive from 2002 to 2009 and as mayor of Glen Cove, New York, from 1994 to 2001. Suozzi's professional experience includes working as a certified public accountant and an attorney.[7]
Suozzi is running on his experience in the U.S. House. According to his campaign website, "Tom focuse[s] on bipartisanship and is Co-Chair of the Problem Solvers Caucus, which is composed of 25 Democrats and 25 Republicans who meet every week to try and find common ground. In that role, he helped negotiate the historic Infrastructure and Jobs Act, which invested billions of dollars to improve New York's infrastructure."[8]
LiPetri represented New York Assembly District 9 from 2019 to 2021. His professional experience includes working as an attorney and talk show host.[9]
LiPetri is running on Trump's endorsement and on countering New York City Mayor Zohran Mamdani's (D) policies. LiPetri said, "Under President Trump's leadership, Republicans have delivered no tax on tips, social security, overtime, and we've raised the SALT tax cap directly helping hardworking New Yorkers. Flipping this seat and stopping the Mamdani Madness and lawlessness from spreading to Long Island is critical."[10]
Based on second-quarter reports filed with the Federal Election Commission (FEC), Suozzi raised $5.5 million and spent $1.8 million, and LiPetri raised $691,459 and spent $104,407. To review all the campaign finance figures in full detail, click here.
As of Oct. 13, 2026, The Cook Political Report and DDHQ/The Hill rated the rated the general election Likely Democratic. Inside Elections, and Sabato's Crystal Ball rated it Lean Democratic.
The outcome of this race will affect the partisan balance of the U.S. House of Representatives in the 120th Congress. All 435 U.S. House districts are up for election.
Currently, Republicans have a 219-214 majority with two vacancies in the U.S. House.[11][12] To read more about the U.S. House elections taking place this year, click here.

LiPetri's campaign website stated the following:
ISSUES
Affordability
Affordability starts with letting Americans keep more of what they earn. That means building off the success of the Trump tax cuts - including lifting the SALT tax cap to protect New York families and eliminating taxes on tips, overtime, and Social Security. We can build a stronger, more prosperous future by also supporting the creation and growth of families—making it easier to buy a home, raise children, and build a life in our communities without being crushed by taxes and red tape.
Back The Blue
During the height of the ‘Defund the Police’ movement, I was the #1 supporter of Law Enforcement lauded by the Suffolk County PBA for being the only state legislator from Long Island to 100% Back The Blue. The men and women of law enforcement are on the frontlines of defense between good and evil in our communities. These officers and their families deserve and have earned our full and unapologetic support.
Secure Our Border
We are a nation of laws. We must continue to deport those criminals here illegally and demand that every immigrant - like our parents and grandparents - enter this country legally and with pride. Hardworking law-abiding immigrants make this country great and the open border policies of the past are a slap-in-the-face to all those who came here the right way and played by the rules.
Stand with Israel
Any attempt to boycott, divest from, or sanction Israel must be shut down, eliminated, and swiftly dealt with. Jew Hate, in all forms - from college campuses to the streets of Gaza - cannot be tolerated. Hamas, Hezbollah, the Houthis, and the Terror Republic of Iran must know that any acts of terrorism will be responded to with relentless and unmatched force.
Reform Healthcare
We must restore the bond between patients and their doctors, not insurance companies and bureaucrats who wish to control the system. It’s time to put control back where it belongs: with individuals and families. Our vision is a system that emphasizes personal, portable, and preventative care, empowering Americans to choose their own doctors, keep coverage across jobs or states, deliver a price transparency system fit for the 21st century, and focus on staying healthy—not just getting treated when sick.
Protect Women & Children
Biological men should never compete in female sports or use female locker rooms or bathrooms - it’s common sense. We must end the nonsense and protect women and children.
Water Quality & Environment
As a State Assemblyman, I Co-Chaired a statewide Water Quality Taskforce aimed at addressing our aging water infrastructure and cleaning up contaminates and environmental hazards. Our local environment is a precious resource and protecting our ecosystems, wildlife, and waterways is one of my highest priorities.
Blockchain/Crypto
Individual sovereignty and free markets are the backbone of American values. Innovation in blockchain technology has to be protected from bureaucratic overreach. Congress should pass a unified crypto regulatory framework that defends freedom and ensures America sets the global standard in digital asset innovation.

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
Click here for an overview of legislative scorecards in all 50 states. To contribute to the list of scorecards, email suggestions to editor@ballotpedia.org.
