The new notice has proven to increase permanent account creation from 1.94% to 3.66%.

The process has been paused, prioritizing investigating that issue, to ensure that we continue to be able to serve our users reliably. A new exercise will be scheduled. Meanwhile, all traffic and edits continue to work as usual.
