[release/11.0] Backport needed to fix Unix mutex CI failures #136325
Description
Backport needed: the complete #135898 correction, including the implementation and test changes, to release/11.0 for #136229.
Build 1645212 fails with:
The directory '/tmp/.dotnet' does not have the expected owner permissions: 40755.
It also fails MutexTests.NameOptionsApiCompatibilityTest on macOS and browser configurations.
The fix is merged on main but is absent from the tested backflow. The existing failure trackers are #135889 and #135888.
