Previously, rich text's state is serialized into a draftjs object and stored as JSON in DB. However, this means we are vendor-locked into using draftjs. Additionally, the server-side could not parse the content at all which would make future work of collab editing impossible.
Now anything new that goes into the server will be in HTML which makes the server-side parsing much easier. We still keep the old draft js parsing code for compatibility reasons.
