The Canadian Chamber of Commerce in Hungary, together with our organising partner Halftermayer & Partners, proudly hosted the International Defence Finance Conference in Budapest, bringing together senior leaders from government, finance, banking, defence, and industry to address one critical question: How do we finance Europe's growing security and resilience needs while building the industrial capacity required to meet them? The conference was opened by Nicholas Sarvari, President of the Canadian Chamber of Commerce in Hungary. We were honoured to welcome Judith Gelbman - Ambassador of Canada to Hungary and János Szőnyegi - Deputy State Secretary for Force Development and Defence Policy at the Ministry of Defence of Hungary. The expert keynote was delivered by Ferenc Dr. ANTAL - Managing Partner of Halftermayer & Partners and the author of analyses on NATO’s five percent commitment and on the proposed DSRB. Special thanks also to Zsuzsa Demcsák for expertly moderating the discussions. One message resonated across all panels: deterrence needs financing. Manufacturers may have the technology, governments may have the demand, and defence budgets may be increasing, but companies still need access to capital to expand production, invest in innovation, and strengthen supply chains. The proposed #DSRB therefore featured prominently in discussions, as participants explored how innovative financing mechanisms, commercial banks, and public-private partnerships can help bridge the gap between strategic ambition and industrial execution. Another key takeaway was the economic impact of defence investment. Beyond strengthening security, increasing local participation in defence programmes can generate significant value through domestic production, innovation, supply chain development, and high-quality jobs. As highlighted during the conference, how much defence spending remains within national economies may prove just as important as the scale of the investment itself. We extend our sincere gratitude to all speakers, partners, sponsors, and participants for contributing to such a substantive and forward-looking dialogue. We are honoured to welcome distinguished speakers and moderators, including: • David Marks - Defence, Security and Resilience Bank (DSRB) Development Group • Xavier Guzman – DLA Piper in Luxembourg • Julian Mömesheim – Deutsche Bank • Michal Hubert Mrozek – ING • Adam Banai, PhD. MRICS – Magyar Nemzeti Bank • Andrew Giddings - PwC Luxembourg • Jozsef Hajdu – CAE Defence & Security • Kamil Pruchnik, PhD 🇪🇺🇵🇱 🥟 – European Investment Fund (EIF) • Ferenc Dr. ANTAL – Halftermayer & Partners • Dr. Sándor Kovács – CMS Hungary A special thank you to Krisztina Bogdán ING for hosting us and PwC Hungary and Baker McKenzie whose support made this important conversation possible. #DefenceFinance #DSRB #DefenceIndustry #NATO #CanadianChamber
