Every team brought incredible energy, ideas, and heart. In addition to partnering with MINDS, we were honoured to work with the Singapore Association for Mental Health (SAMH) this year, further strengthening our focus on mental health and well-being. Mental health is one of the defining challenges of our time. Caregivers of persons with intellectual disabilities face tremendous stress and responsibility. Teenagers, too, are voicing deeper concerns about their mental well-being than any generation before them. As Singaporeans, we cannot expect the government, any single organisation, or even individuals alone to shoulder this responsibility. It will take all of us working together as one nation to truly make a difference. As Minister Desmond Lee reminded us, it will take a whole-of-society effort. I want to thank my fellow judges: BG Hong Kai Wong, Jacqueline Chay, Jane Goh, Elsie Chong, Kee Sian Tan. Not only did we learn so much from Jane, especially her reminder that those who don’t reach out are often the ones who need help most ... but we also had such insightful banter and exchanges among ourselves. It made the judging experience meaningful, memorable, and deeply enriching. 🙏 Heartfelt thanks as well to the mentors who guided the teams. BG Wong shared why DIS was set up in the first place: “This is why we set out to establish the DIS – to build a native digital workforce, to have skin in the game, and to keep innovating as technology evolves.” On leading a new generation of soldiers and digital professionals, he emphasised humility: “Humility means continuously learning from engineers and different technical perspectives. It also means reverse mentorship – inviting staff to teach me about new tools and concepts so I can better understand digital problems.” 💡 Developing technology for defence presents unique challenges. The DIS will run the OIR as part of our cloud portfolio for mission-critical defence needs. The DIS has been operating on-premise hyperconverged infra & cloud for our missions ⚡ But why embark on the OIR now? It is all about the Trinity of Performance, Scale & Security. 🟢🟢 1️⃣ Performance for the Edge 🎖️ Public cloud infrastructure, like Oracle’s, generally outperforms on-premise cloud across the board. Hyperscalers can tap on their vast engineering talents & deep 💵 to deliver ⤵️ 🔹 More extensive & advance range of cloud services & hardware technology 🌈 These are useful enablers to more quickly proliferate AI & software 🧠 🔹 Integrate seamlessly with extensive 3rd party services such as the advanced defence digital solutions of Anduril Industries & Palantir Technologies Oracle’s Everything Everywhere 🌏 also promises identical services across OIR and its public Oracle Cloud Infrastructure (OCI) 2️⃣ Scale for Performance 📈🚀 Defence software and AI workloads are growing at breakneck speed 🚄 with petabytes of data now & growth rates much faster than we had imagined. Hyperscalers help us scale by bringing expertise in public cloud scalability to our on-premise and allowing us to tap on their global engineering support to scale & sustain our cloud operations. Handling petabytes are child’s play 🧸 when their baseline is exabyte & zettabyte scale 🌋 The DIS is not at zettabyte scale yet 🤫 3️⃣ Security with Zero 🔑 🅾️ Public cloud offers Performance and Scale, but often at the expense of Security 😈 OIR’s key advantage? A Unicorn is a myth until proven 🔬 & we will test it to the limit. DCCOM will consolidate all MINDEF/SAF cybersecurity operations and capabilities, and partner Whole-of-Government and the industry to strengthen national cyber defence. In addition to the Cyber Defence Group and Cyber Defence Test and Evaluation Centre, DCCOM will have two new groups — the Cyber Protection Group and Cyber Threat Intelligence Group. Hong Kai Wong liked thisHong Kai Wong liked thisPreaching to the Unconverted ☁️ Cloud Journey I attended the Oracle Defence Tech Summit 🇸🇬 edition this week. This showcased the technical capabilities & operational potential that Oracle Cloud Isolated Region (OCIR) could deliver. The Digital and Intelligence Service (DIS) DSTA Oracle are working together to establish OCIR for 🇸🇬Defence. I was glad to see many comrades from all Services of the SAF, the Defence Tech Community & industry partners 🙂 🟢🟢 Why did we embark on this? Because ☁️ is more than infrastructure. It is also about advanced platform services that let defence scale software & AI for a digital warfighting edge. That is why partnerships with hyperscalers matter for sovereign secured clouds. Their deep engineering capabilities give us the advanced infrastructure & platforms, with faster innovation cycles, to scale and accelerate the digitalisation of the SAF. In a world where tech cycles are brutally compressed, that matters greatly. A key concept for OCI is service parity, where OCI services in the Public OCI will also be available in OCIR, within compute limits. This means that innovations proven in public cloud can be brought with much greater fidelity into a sovereign, air-gapped environment. It also means we are not building for a user base of one. We benefit from the product velocity, user insights, & learning of a hyperscaler like OCI serving many users at scale. 🟢🟢 But however powerful OCIR may be, it matters only when capabilities are deployed for mission impact. The harder challenge in deployment may not be supply. It is demand. As I looked around the room, I realised uncomfortably that I may be preaching to the converted. Most of the military attendees are from the C4 & digitalisation community. There was little presence from the mission side of strike & manoeuvre, the people who must use these capabilities to change outcomes. That partnership between C4/Digitalisation & Strike/Manoeuvre is crucial. It is how CONOPS is transformed & operationalised through digitalisation. Mission users must first see value before they will invest effort, change workflows, & trust new capabilities enough to fight differently. Inertia is strong. The tried & tested is comforting. 🟢🟢 We must do more to reach the unconverted & must go beyond briefings. Yet we cannot wait for OCIR to be ready. Service parity between public OCI & OCIR gives us a bridge for realistic learning, experimentation, & prototyping now. We can run workshops on public cloud to help junior mission leaders learn how to quickly deploy low-code solutions for ops impact⚡We can pilot unclassified proxy capabilities during exercises, putting them directly into the hands of mission users. We want to grow envangelist among mission owners are who enthusiastics & even better, constructively impatient to work with us. Because ultimately, cloud is a warfighting capability and mission users must own that journey from the data centre to the battlefield.

This seeks to enable learning and sharing on different aspects of AI in MINDEF/SAF such as technology, practices and use cases from across the entire defence eco-system. The AICOP will be held on a monthly basis, and will grow a community of innovators and enthusiast to push AI for defence. The SAF C4 and Digitalisation Command (SAFC4DC) kick-started the MINDEF/SAF AICOP with the inaugural sharing by ME7 Guo Jinghua, Commander SAFC4DC. The session provided a deep dive into how SAFC4DC is operationalising AI across multiple domains — from enhancing decision-making processes in OSIT systems to strengthening mission effectiveness on the digital battlefield. By leveraging scalable cloud infrastructure, our teams are accelerating the deployment of AI solutions that are secure, resilient, and mission-ready. Key highlights included: 🔹 Progress in ongoing AI projects supporting operational needs 🔹 Integration of AI capabilities with cloud platforms for greater agility and scalability 🔹 Building a robust digital ecosystem to support future innovation As SAFC4DC continues to advance along its digitalisation journey, the convergence of AI and cloud remains central to enabling faster, smarter, and more coordinated operations. I had the privilege of attending my first GovInsider Festival of Innovation 26 recently. It was an eye-opening experience listening to distinguished leaders like Gek Peng Tay (Ted talk vibes 👏) share their journeys through change management and digital transformation. I was also incredibly humbled to receive a Special Mention for the ‘Innovator of the Year’ award. A huge thank you to the RAiDers at RAiD (Jerome TAY, Edwin Tan) for the nomination 🙏 it was an unexpected surprise that made the event even more meaningful. Beyond the award, the sessions sparked some deep reflection on my own journey as an OC and innovation practitioner. Innovation is often treated as a buzzword, but to me, it boils down to three core truths: 1. It’s Human-Centric, Not Tech-Centric: Innovation isn't about chasing the latest software or hitting man-hour saving KPIs. It’s about genuine care. When you take the time to actually listen to your people and understand their friction points, buy-in for a solution happens naturally. Empathy is the best engine for change. 2. Design "Doing" > Design "Thinking": Workshops and courses provide the toolkit, but real change only happens when you’re willing to get your hands and feet dirty. Innovators are creators, not spectators. In our world, "No Action Talk Only" (NATO) 🤣 doesn't move the needle — experimentation does. 3. Leading by Example: Innovation cannot flourish under a leader who is resistant to change. If we are privileged enough to lead, our actions must be the "wind to the sails" of progress. If I’m not willing to try new ways of working, I can’t expect those under my charge to do the same. Attended the National AI Student Developers Conference (NAISDC) as part of the ATxSGSummit last week at the invitation of my friend, Koo Seng Meng (AI Singapore). Took the opportunity to sit in the annual National AI Student Challenge (NAISC) aka AI Hackathon where the students pitch their proposals to solve real-world problems to the participating partners and judges. Kudos to AI Singapore and IMDA for setting up the AI Apprenticeship Programme (AIAP), which develops Singaporean AI talents and enhances their career opportunities in AI-related roles. Apprentices get to work on real-world projects and deepen their skills in AI and machine learning, and software engineering as they learn to deploy AI models into production. During the NAISDC panels, I experienced firsthand the enthusiasm and concerns of our AI students and Singapore’s future AI leaders. Many students posed pointed questions pertaining to AI developments to the panelists, who are industry leaders and practitioners in the AI field. We discussed the relevance of IT professionals, computer and data scientists with the advent of AI and Vibe Coding. We spoke about our future world made possible with Agentic and Embodied AI, and agreed that these solutions need to be governed and managed, with Ethical and Explainable AI. We acknowledged the importance of soft skills and business acumen beyond technical skills to thrive in the complex and uncertain world. Students asked me about what corporate and IT senior management look out for in a CV when employing someone for AI-related jobs, and what they should do to remain relevant. My advice is to stay adaptive and resilient through reskilling and upskilling, don’t fall in love with status quo, and be bold to try out different sectors and job functions to broaden their experience and sharpen their soft skills. I also took the opportunity to visit the booths and AI projects by our universities and polytechnics and met up with some startups founders. We discussed how AI could enhance Singapore’s healthcare systems, especially in transforming the lives of our seniors, caregivers and community care service providers. Thankful for this insightful and engaging learning experience. Singapore Is Going into Space! Singapore will set up the National Space Agency of Singapore (NSAS) on 1 April, a significant step as the country positions itself in the rapidly growing global space economy. The new agency will lead Singapore’s national space strategy, spanning advanced space technologies, industry development, and international partnerships. It will be led by Ngiam Le Na, currently Deputy CEO at DSO National Laboratories. A few points that stand out: • The global space economy is projected to reach US$1.8 trillion by 2035, and Singapore is clearly positioning itself to participate meaningfully • NSAS will build on existing programmes, including S$210 million already committed to space R&D since 2022 • Focus areas go beyond satellites, linking space with AI, robotics, quantum technologies, and geospatial analytics • Singapore will expand international collaborations across ASEAN, the Equatorial Belt, and other emerging space nations • New pro-innovation, pro-business space legislation is also on the agenda This is not just about science or exploration. This shows the intent to grow a space ecosystem covering research, engineering, data, regulation, and commercial applications, with Singapore as a regional base. From a talent perspective, this is a strong indicator of future demand for deep-tech, aerospace, data, and systems expertise in the years ahead. East London to CNA, When I started my military journey from East London I did not expect to have the opportunity to contribute to a national and regional level military relationship, help facilitate a global cybersecurity exercise and then be interviewed by a international media outlet. It has been superb having Defence Cyber Marvel in Singapore this week. Thank you to the Ministry of Defence of Singapore for enabling the UK to host this global cybersecurity exercise in Singapore. 2,500 personnel, 70 organisations, 36 teams and 29 nations. This would not have been possible without the huge support from those involved in the exercise and the support from our host nation and The Digital and Intelligence Service (DIS). Several other South East Asian nations are also involved with the exercise this year. Many have sent their leadership to attend the final day of the event in Singapore. Tomorrow we find out who is the winner of this impressive exercise, which aspires to upskill our people, identify cyber talent and collaborate with partners. Watch this space for the winner. Real transformation doesn’t start with perfect plans. It starts on the ground. What I resonated with is the shift from planning to discovery, using small, real experiments to uncover what actually works, and letting policy follow from those learnings. This is something we (at Republic of Singapore Navy) have been leaning into. By operationalising low-code and building ground-facing teams, we’ve been able to move quickly on real problems, while staying anchored to where the friction actually is. But it also surfaced a gap. Responding to surfaced problems is one thing, embedding directly in operations is another. There is more to be gained from forward-deploying teams to experience challenges firsthand and solve at source. At the same time, scale doesn’t happen by accident. It requires simple solutions built on the right platforms, with clear ownership to maintain coherence and discipline. Ultimately, transformation is not about delivering individual solutions.
