Why does the AML world follow FATF so closely? Because every major shift in our field was shaped by a real-world crisis and then codified by this institution. 📜 In 1989, global leaders created FATF to stop dirty money from drug cartels. That turned into the first global AML rules. 📔 In 2001, after 9/11, it took just 40 days for FATF to release the 8 Special Recommendations that would redefine terrorism financing controls. 💼 By 2003, lawyers, real estate agents, and casinos were pulled into scope. Compliance moved beyond banks. ✍🏼 Then in 2012, FATF rewrote its standards again. The risk-based approach we all apply today. 🚩 Fast-forward to 2023: FATF tackled crypto-driven ransomware. It published red flags and warned about mixers and privacy coins. That guidance is what analysts use today. FATF adapts every time the money changes. And that makes it essential for every AML professional, regulator, and fintech builder. At Reform, we study the past to understand today’s AML reality and the rules that shape it. In the next post, we’ll look at FATF’s leadership over time.

Too much in AML builds on anecdotes, speculation, and theory-without-data. That's how we ended up with the snappy but false claim that "money laundering has three steps" (it does not). It's also why I'm proud to share that the latest work by me, Sebastian Holmby, and Kalle Johannes Rose has been accepted to the 7th Research Conference on Financial Crime hosted by the Central Bank of The Bahamas. The conference is the world's leading forum for data-driven, empirical AML work. To get accepted, it's not enough to have a good idea or story. You need to have data, and your work needs to be reviewed and selected by the world's leading academics in AML. Our work asks: "Do More Suspicious Transaction Reports Lead to More Convictions for Money Laundering?" Spoiler alert: the answer appears to be a qualified no. The next milestone for the ITFA Financial Crime Compliance Initiative ... we are delighted to share a new guidance paper on the operationalisation of technology by financial institutions and FinTechs. This paper was developed by members of ITFA’s Financial Crime Compliance initiative (FCCi) which was established a year ago by ITFA’s Fintech Committee. The paper is entitled “Advanced Technology Operationalisation Framework for Financial Institutions & Vendors” and was authored by Elizaveta Savinykh and Aurelia Bucicoiu. https://lnkd.in/e5mPUNKz The paper outlines a common framework for financial institutions (FIs) and vendors for the operationalisation of advanced technology, such as artificial intelligence (AI) and machine learning (ML), as well as sophisticated deterministic rules-based models. The proposed framework consists of five guiding principles with an overview of how these principles should be embedded in the advanced technology deployment lifecycle. The adoption of this framework by both FIs and vendors is expected to lead to stronger model risk management (MRM) outcomes while also increasing vendor competitiveness, efficiency, and reputation and enabling FIs to strengthen governance, enhance transparency, and accelerate adoption of new technologies. The paper usefully includes appendices with questionnaires and data-mapping templates which can be used by members to assist in the implementation of new technologies and systems. The paper will be presented during our next FCC Initiative in-person seminar that we aim to organise for trade compliance specialists in November.
