What were the major take-aways from our first Public Safety Mastermind session with Andy Arnold at the American Excellence Institute? A simple "ice breaker game" on situational awareness - find the hidden risks - can serve to understand the various risks that a facility may encounter, the prioritized types of assets (people, places, and things) that need to be protected, the likelihood of risks occurring compared to the most impactful risks that may occur. In just this simple screenshot, we were able to discuss key control, equipment inventory, and hallway monitoring. There were 27 various hidden risks to find under a shot timer! The engagement from the participants was outstanding! And we just wrapped up the second session with more great lessons learned. Want to know more? There’s a consistent pattern we’ve observed across HazMat and CBRNE training environments: Strong technical capability… but limited opportunity to repeatedly rehearse the decisions that actually determine outcomes under pressure. Between classroom instruction and large-scale exercises, there’s a gap— particularly at the command level where coordination, timing, and prioritization matter most. At CRLT, we’ve been quietly working on bridging that gap. Our focus isn’t on replacing field training. It’s on enabling leaders to rehearse complex, multi-agency scenarios repeatedly—before the stakes are real. Recent R&D efforts have been centered on: - Command-level decision-making under CBRNE conditions - CST to follow-on force coordination dynamics - Throughput and timing challenges in mass casualty environments - Civil-military integration within ICS frameworks We’re continuing to refine this capability alongside our partners. Coming this summer ~ Friday Night Lights Scenarios - Gun violence - Bomb Threats - Active Shooter - Severe Weather Impacts Now that our Community Center level is nearing completion and going through the QA process, we have started on the design considerations for an outdoor sporting event at the school. Following is an adage worth concluding the chapter with: You built a bridge. Great! But was it the right bridge for the right place at the right time to get the right people across?" ~ Tod Langley adds, "I can understand that there are major demands put against our risk and emergency leaders. These concerns typically fall into three major categories: - Scope: the leadership leaves you with vague, incomplete, or unreachable objectives - Schedule: there is a constant struggle to find the time to design, plan, and conduct training, or supervise execution - Cost: your tasks are typically viewed as a cost-center and you rarely get everything you need to get the job done However, when we only focus on the compliance tasks, and the Measures of Performance, without evaluating Preparedness (the Measures of Effectiveness) we are giving our leaders a false sense that we are ready for "High Impact" risks..."
