Representing more than 180 million citizens in +100 member regions across Europe

À propos

The Conference of Peripheral Maritime Regions of Europe (CPMR) brings together more than 100 Regions from 21 countries in Europe and beyond. Representing around 180 million people, the CPMR campaigns in favour of a more balanced development of the European territory. It operates both as a think tank and as a lobby for Regions. Through its extensive network of contacts within the EU institutions and national governments the CPMR has, since 1973, been targeting its action towards ensuring that the needs and interests of its Member regions are taken into account in respect of policies with a high territorial impact. Its main focus concentrates on social, economic and territorial cohesion, integrated maritime policy and transport accessibility. European governance, agriculture and rural development, research and innovation, energy and climate change, neighbourhood and development, also represent important areas of activity for the association. The CPMR is a unique organisation, being sub-divided into six geographical commissions, corresponding to the European maritime basins, such as the Baltic Sea, the North Sea, the Atlantic Arc, the Mediterranean, the Balkan and Black Sea and the Islands. The geographical commissions represent important fora for constructive debate and sharing best practice on common issues and concerns. these commissions symbolise the backbone of the CPMR, contributing to its reflections and to the preparation of its policy papers.

  • #EUWeekofRegions | Spotlight on #Mediterranean & #Climate [Part 1]   Last week, the CPMR Intermediterranean Commission brought together European and regional leaders for the session “𝐹𝑟𝑜𝑚 𝑝𝑜𝑙𝑖𝑐𝑦 𝑡𝑜 𝑡𝑒𝑟𝑟𝑖𝑡𝑜𝑟𝑦: 𝑀𝑎𝑘𝑖𝑛𝑔 𝑡ℎ𝑒 𝑃𝑎𝑐𝑡 𝑓𝑜𝑟 𝑡ℎ𝑒 𝑀𝑒𝑑𝑖𝑡𝑒𝑟𝑟𝑎𝑛𝑒𝑎𝑛 𝑤𝑜𝑟𝑘.”  With the participation of Dubravka Šuica, European Commissioner for the Mediterranean and Margalida Prohens, President of Govern de les Illes Balears and President of the Eurorégion Pyrénées Méditerranée - Euroregió Pirineus Mediterrània, one message stood out: the Pact is an opportunity, but its success will depend on effective implementation, adequate resources and strong territorial involvement.   Regions, cities and islands are on the front line of the Mediterranean’s challenges. From #water #resilience and #climate adaptation to #youth opportunities and #migration management, they bring essential territorial knowledge and practical experience. Their diversity must be recognised, their voices heard, and their role fully acknowledged in shaping, implementing and monitoring the Pact.   The discussion, moderated by Agustí Fernández de Losada Passols, Secretary for European and Multilateral Affairs and Development Cooperation, Ministry for European Union and Foreign Action, from Generalitat de Catalunya, brought together regional perspectives across the Mediterranean, including Aldrin Dalipi, President of the Tirana Regional Council and President of the Adriatic Ionian Euroregion; Marie-Antoinette Maupertuis, President of the Cullettività di Corsica; Clare Hart, Vice-President for International Relations of Montpellier, Ville, Métropole et CCAS and Acting President of MedCities / MedCités; and Marie-Laurence Com, representing the Région Sud - Provence-Alpes-Côte d'Azur.   ➡️A Pact for the Mediterranean must also be a Pact with its territories. The message is one of collective commitment: strengthening multilevel governance, reinforcing cooperation through Mediterranean regional networks, and ensuring that local and regional authorities are not merely consulted, but recognised as essential partners throughout the Pact’s implementation.

  • 𝐓𝐡𝐫𝐞𝐞 𝐫𝐞𝐩𝐨𝐫𝐭𝐬. 𝐎𝐧𝐞 𝐬𝐡𝐚𝐫𝐞𝐝 𝐯𝐢𝐬𝐢𝐨𝐧 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐌𝐞𝐝𝐢𝐭𝐞𝐫𝐫𝐚𝐧𝐞𝐚𝐧. The debate on the Pact for the Mediterranean is gaining momentum, with three reports about to be tabled at the European Parliament, ARLEM and the European Committee of the Regions. Together, they offer an opportunity to shape the future of Euro-Mediterranean cooperation. For the CPMR, one message is clear: a stronger Mediterranean requires more than shared ambitions. It requires effective multilevel governance and the recognition of Regions as essential partners. From shaping priorities to delivering solutions on the ground, regional authorities must have a meaningful role in the Pact. The political foundations are taking shape. The next step is to ensure that territorial cooperation is embedded in how the Pact is governed and implemented, enabling local and regional authorities to turn strategic priorities into concrete, financeable initiatives with a tangible impact on the ground. #TerritoriesMatter #MedPact Dubravka Šuica Nicola Zingaretti Marie-Antoinette Maupertuis European Committee of the Regions Magali Altounian CPMR Intermediterranean Commission CPMR Islands Commission Balkan and Black Sea Commission

What a week in #Brussels! 🇪🇺   Through the events organised by and involving the CPMR members, one message stood out loud and clear: 𝑟𝑒𝑔𝑖𝑜𝑛𝑎𝑙 𝑎𝑛𝑑 𝑙𝑜𝑐𝑎𝑙 𝑎𝑢𝑡ℎ𝑜𝑟𝑖𝑡𝑖𝑒𝑠 𝑎𝑟𝑒 𝑛𝑜𝑡 𝑗𝑢𝑠𝑡 𝑠𝑡𝑎𝑘𝑒ℎ𝑜𝑙𝑑𝑒𝑟𝑠 𝑖𝑛 𝐸𝑢𝑟𝑜𝑝𝑒’𝑠 𝑓𝑢𝑡𝑢𝑟𝑒, 𝑡ℎ𝑒𝑦 𝑎𝑟𝑒 𝑒𝑠𝑠𝑒𝑛𝑡𝑖𝑎𝑙 𝑝𝑎𝑟𝑡𝑛𝑒𝑟𝑠 𝑖𝑛 𝑠ℎ𝑎𝑝𝑖𝑛𝑔 𝑖𝑡. The energy, the exchanges and the diversity of perspectives throughout the week highlighted the importance of bringing regional realities to the heart of European decision-making. From climate resilience to territorial cooperation, regions are on the frontline, closest to citizens, local actors and the challenges that EU policies seek to address.   As EU Ministers meet in Brussels to discuss Europe’s most pressing priorities, including the next Multiannual Financial Framework (MFF), our message is clear: Europe cannot make decisions that shape people’s lives without listening to the regions and local authorities who understand those realities best. 💭And to our National Ministers: our regions are ready to take their seats around the table! You know where to find us 📲   👀 Our EWRC recap is here! Stay tuned for more insights and highlights from our discussions next week.

  • 🇪🇺 𝑰𝒕’𝒔 𝒌𝒊𝒏𝒅𝒂 𝒄𝒉𝒊𝒄 𝒕𝒐 𝒃𝒆 𝒂 𝒓𝒆𝒈𝒊𝒐𝒏, 𝒆𝒔𝒑𝒆𝒄𝒊𝒂𝒍𝒍𝒚 𝒅𝒖𝒓𝒊𝒏𝒈 #𝑬𝑼𝑹𝒆𝒈𝒊𝒐𝒏𝒔𝑾𝒆𝒆𝒌!   This week, #Brussels puts Europe’s regions in the spotlight, bringing together EU institutions, national and regional authorities, associations and civil society. #EURegionsWeek is an opportunity to exchange ideas, share best practices and discuss the challenges and opportunities shaping our territories. Because strong regions mean a stronger Europe, and delivering on Europe’s ambitions requires policies rooted in the realities on the ground as well as a strong and ambitious EU budget under the next Multiannual Financial Framework (MFF) that empowers regions to deliver for their communities.   Throughout the week, our Secretary General Davide Strangis, will take part in several events, alongside with our member regions from Region Halland, Regione Calabria, Regione Abruzzo, Regione Marche - The Marche Region, Lower Saxony to the European Union, Provincie Flevoland, Päijät-Hämeen liitto, Provincie Drenthe, Governo dos Açores, Vestland fylkeskommune, Govern de les Illes Balears, Adriatic Ionian, Cullettività di Corsica, Generalitat de Catalunya, Regione Emilia-Romagna, Comunidad Autónoma de la Región de Murcia, Région Nouvelle-Aquitaine, Regione Lazio, Generalitat Valenciana, Région Sud - Provence-Alpes-Côte d'Azur.   📣They will bring their priorities, experiences and solutions to the European stage, highlighting the importance of regional voices in shaping European policies and building a stronger, more resilient Europe.   See you around this week!

  • 🤝Last week, the CPMR attended the "𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗖𝗶𝘃𝗶𝗹 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗶𝗻 𝗘𝘂𝗿𝗼𝗽𝗲: 𝗕𝗿𝗶𝗱𝗴𝗶𝗻𝗴 𝗘𝗨 𝗣𝗼𝗹𝗶𝗰𝘆 & 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗔𝗰𝘁𝗶𝗼𝗻" workshop organised by Regione Lazio in cooperation with EPLO European Public Law Organization. Focusing on the EU Civil Protection framework, regional experiences & strengthening cooperation in multi-level governance, the event brought together representatives from the international, national & regional authorities and civil protection experts.   Davide Strangis, CPMR Secretary General, spoke about the importance of peripheral regions' unique needs, for which a place-based approach must be considered. He presented 3 main messages: 1️⃣Regions must be integrated into the European preparedness and resilience architecture, from risk assessment and prevention to response and reconstruction. 2️⃣The next European budget must combine strong solidarity and emergency response with long-term investment in prevention and resilience, based on multilevel and place-based governance. 3️⃣Europe needs to improve not only the availability of funding, but also our capacity to transform territorial resilience needs into concrete and financeable investment programmes. "𝘛𝘩𝘦 𝘳𝘦𝘢𝘭 𝘮𝘦𝘢𝘴𝘶𝘳𝘦 𝘰𝘧 𝘰𝘶𝘳 𝘳𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘤𝘦 𝘸𝘪𝘭𝘭 𝘪𝘯𝘤𝘳𝘦𝘢𝘴𝘪𝘯𝘨𝘭𝘺 𝘭𝘪𝘦 𝘪𝘯 𝘰𝘶𝘳 𝘢𝘣𝘪𝘭𝘪𝘵𝘺 𝘵𝘰 𝘢𝘯𝘵𝘪𝘤𝘪𝘱𝘢𝘵𝘦 𝘳𝘪𝘴𝘬𝘴, 𝘱𝘳𝘦𝘷𝘦𝘯𝘵 𝘥𝘪𝘴𝘢𝘴𝘵𝘦𝘳𝘴, 𝘱𝘳𝘦𝘱𝘢𝘳𝘦 𝘧𝘰𝘳 𝘤𝘳𝘪𝘴𝘦𝘴 𝘢𝘯𝘥 𝘪𝘯𝘷𝘦𝘴𝘵 𝘣𝘦𝘧𝘰𝘳𝘦 𝘵𝘩𝘦𝘺 𝘴𝘵𝘳𝘪𝘬𝘦" he said.   George Alexakis, CPMR VP for Transport & Accessibility, spoke about the Crete experience as a multi-hazard environment. The 2 key lessons learned are immediate response & early recovery, with special focus on: 🔹Improving the efficiency of critical Public Infrastructure Projects 🔹Establishing concrete responsibilities of different actors involved (central governance, regions, municipalities) 🔹Simplification of procedures within a multi-governance model 🔹Reducing the response time when providing aid to affected citizens after extreme events.   ⛑️During the afternoon, Jorge Nunez Ferrer, CPMR Director for Cohesion Policy & EU Budget, moderated the "European Mechanism on Civil Protection, States, Regions" roundtable. Raquel Aguado Muñoz, Director General for Representation to the EU, Generalitat Valenciana, illustrated how the Valencia Region's response to the flood of 2025 shaped how regions and the government coordinate in a crisis, leading to the civil protection plan being updated, giving more space to regions and municipalities as they are closer to the action. 🎯Overall, the event showcased a lot of successful regional approaches to prevention and preparedness of the regions in civil protection, highlighting how their role is at the centre in these situations. However, a multi-level national and international approach, with policies taking account of these points of view, is needed to support regional coordination.

  • 🌊𝐎𝐜𝐞𝐚𝐧 𝐖𝐞𝐞𝐤 𝟐𝟎𝟐𝟔: 𝐭𝐮𝐫𝐧 𝐚𝐦𝐛𝐢𝐭𝐢𝐨𝐧 𝐢𝐧𝐭𝐨 𝐚𝐜𝐭𝐢𝐨𝐧!    Within the framework of The SEArica Intergroup, the CPMR brought together key ocean stakeholders at the European Parliament for “𝟐𝟎𝟐𝟕, 𝐭𝐡𝐞 𝐄𝐔’𝐬 𝐝𝐞𝐟𝐢𝐧𝐢𝐧𝐠 𝐲𝐞𝐚𝐫 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐎𝐜𝐞𝐚𝐧: 𝐌𝐨𝐯𝐢𝐧𝐠 𝐚𝐧 𝐀𝐦𝐛𝐢𝐭𝐢𝐨𝐮𝐬 𝐎𝐜𝐞𝐚𝐧 𝐀𝐜𝐭 𝐅𝐨𝐫𝐰𝐚𝐫𝐝.” Co-organised and hosted by MEP Christophe Clergeau, Chair of the Intergroup, this high-level event assembled the European Commission, SEArica Vice-Chairs, regional perspective Varsinais-Suomen liitto - Regional Council of Southwest Finland and blue NGOs.   🔹Davide Strangis, Secretary General of the CPMR notably emphasized the importance to keep maritime policy at the center of discussion, and a structured debate on the Ocean Act who will shape the future generations. The Ocean Act is being developed alongside the debate on the next EU Multiannual Financial Framework (MFF), without adequate and accessible investment, all its ambitions risk remaining promises without implementation.   🔹MEP Christophe Clergeau stressed the importance of sea-basin strategies in delivering an effective Ocean Act. A strong territorial approach is key with islands, quality of life and coastal communities fully reflected in the strategy. Because a truly European Ocean Act must also respond to the realities of the territories shaping our relationship with the sea.   🗨️“𝑇ℎ𝑒 𝑂𝑐𝑒𝑎𝑛 𝑎𝑐𝑡 𝑖𝑠 𝑎𝑏𝑜𝑢𝑡 𝑓𝑜𝑜𝑑, 𝑗𝑜𝑏𝑠, 𝑒𝑛𝑒𝑟𝑔𝑦 𝑎𝑠 𝑤𝑒𝑙𝑙 𝑎𝑠 𝑚𝑎𝑟𝑖𝑡𝑖𝑚𝑒 𝑝𝑜𝑙𝑖𝑐𝑦, 𝑤𝑒 𝑛𝑒𝑒𝑑 𝑡𝑜 𝑒𝑛𝑠𝑢𝑟𝑒 𝑙𝑜𝑛𝑔𝑒𝑣𝑖𝑡𝑦 𝑎𝑛𝑑 𝑠𝑒𝑐𝑢𝑟𝑖𝑡𝑦 𝑖𝑛 𝑔𝑒𝑛𝑒𝑟𝑎𝑡𝑖𝑜𝑛𝑠 𝑡𝑜 𝑐𝑜𝑚𝑒” said Virginie Battu-Henriksson, Deputy Head of Unit DG Mare, representative of European Commission. 🔹Her message highlighted the need to strengthen ocean knowledge and monitoring, while unlocking the full potential of the blue economy. Building resilience and developing a sustainable blue economy will require continued investment, innovation, and a regulatory framework that can evolve with these ambitions. This is why the EU is looking to reframe its approach, placing ocean sustainability, resilience and economic potential at the heart of its future policy framework.   🌍The key message is clear: Europe’s ocean ambition can only be achieved by working together. Regions have a crucial role to play in connecting EU ambitions with communities and local realities. Meaningful regional involvement means stronger ownership, better dialogue and greater acceptance on the ground.   📣More insights and key takeaways from the discussion will be shared in an article next week. Stay tuned!
