The best foreign assistance programs are guided by our national interests, go to their stated purposes, and come to an end because they are successful. The Marshall Plan made Europe and the U.S. stronger and more resilient than they were before, and remains a powerful example of how diplomacy can use economic power to stabilize a divided world.
