Last week, Critical Response Group had the privilege of supporting those efforts at the Pennsylvania Association of Intermediate Units (PAIU) School Safety & Security Conference. A paramedic's skill means nothing if they can't find the patient. Oregon just made a meaningful commitment to changing that outcome. HB 4160 requires every K-12 school to implement a Cardiac Emergency Response Plan aligned with national standards and coordinated with local EMS, beginning in the 2027-2028 school year. A key requirement: schools must share AED locations with emergency medical responders. That's a critical step. But here's the reality most people don't think about. A paramedic gets the call. They arrive on a large K-12 campus they've never been to. Which building is it? There are six entrances on this side alone. The doors are locked. Someone is supposed to meet them, but where? They radio in. There's confusion. They start moving. The AED is in Building 2. They're at Building 5. This isn't a hypothetical. It's the reality of responding to a cardiac emergency on a complex school campus without a clear, shared map in hand. Sharing an AED location in a compliance document is not the same as a responder being able to find it under pressure, in an unfamiliar building, in the middle of an emergency. That's the gap Collaborative Response Graphics (CRGs) are built to close. CRGs are responder-ready campus maps designed specifically for police, fire, and EMS. For schools implementing HB 4160 cardiac emergency response plans, they provide: ✅ Precise AED locations within buildings ✅ Campus layouts, entrances, hallways, and access routes ✅ A single shared visual reference across all responding agencies The American Heart Association's CERP framework calls for plans that include building locations, AED placement, and facility maps to support rapid response.
