Public Safety Operations Center (PSOC)

Bradenton's Hub for Emergency Response and Community Resilience

The City of Bradenton's Public Safety Operation's Center (PSOC) is a purpose-built facility and operational model that enhances how we prepare for, respond to, and recover from emergencies. It's not just a building; it's the heart of the City's On-Demand Municipal Integrated Emergency Management system, which allows us to activate emergency response quickly and effectively with trained staff from across City departments.

Opened in 2024, the PSOC is a 13,000-square-foot, hurricane-rated facility located on 59th Street West, the highest elevation in the city. Built on the bones of a former Red Cross shelter, it has been transformed into a resilient, high-tech emergency operations center equipped to support both city and regional emergency management functions.

Location Advantage

The site was selected not only for its elevation, but also for its strategic location near key infrastructure and regional partners. It sits close to G.T. Bray Park, Bradenton Fire Station 3, and Manatee County's EMS Westside Center, making it an ideal hub for staging fuel tankers, power crews, heavy equipment, and helicopter landing zones. Within just half a mile are Blake Medical Center (trauma hospital), Bishop Animal Center, local emergency shelters, and Manatee County Utilities' West Annex, ensuring critical proximity to essential services during a crisis.

Its location near Sarasota Bay, barrier islands, and neighboring jurisdictions also enhances Bradenton's ability to support integrated, multi-agency emergency operations.

Whether preparing for a hurricane or coordinating a local response, the PSOC gives Bradenton the ability to lead, adapt, and support our residents and regional partners through any challenge. It reflects the City's investment in resiliency and the strength of our people-powered response model.

How the PSOC Supports Emergency Response

The On-Demand Model: Cross-Trained. Flexible. Resilient.

Bradenton's approach is different. Rather than relying on a fixed emergency management staff, the City has implemented an On-Demand response structure—a flexible model that activates trained personnel from across all departments as needed.

Staff from Public Works & Utilities, Police, Fire, Communications, and more are cross-trained under the National Incident Management System (NIMS). This allows the City to:

Activate additional staff quickly during storms or emergencies.
Maintain essential operations even during long-term events.
Assign specialized staff to roles in logistics, planning, operations, public information, and recovery.
Ensure continuity of leadership and response coverage.

This model was successfully put to the test during the historic 2024 hurricane season, when Bradenton responded to three major storms in quick succession.

PSOC Capabilities

Real-World Activation in 2024

The Public Safety Operations Center officially opened on September 6, 2024, just in time for peak hurricane season. The grand opening marked a major milestone for the City, and the facility was quickly put to use during Hurricane Helene and Hurricane Milton. These back-to-back storms demonstrated the PSOC's value as a central hub for emergency response and regional coordination.

The PSOC played a vital role during Hurricanes Helen and Milton, coordinating:

Water rescue in Bradenton, Sarasota, and surrounding areas.
Fuel distribution and comfort stations for residents.
Debris and recovery coordination.
Support of local business recovery alongside SBA and Chamber of Commerce.
Ongoing communication with state and regional emergency management teams.
