About us
Elexon is a trusted, independent, expert enabler of the Net Zero energy system for Great Britain (GB) We are delivering a system that is more flexible, more secure, and more efficient. We manage wholesale electricity market arrangements for GB. Our core role is to perform electricity imbalance settlement, where we compare contracts from electricity companies to buy and sell power in the wholesale market, with actual volumes. We make sure everyone is paid accurately for any differences. We manage the Balancing and Settlement Code (BSC), one of the rule books which govern the GB energy system. We support companies through the electricity market entry process by registering their trading units, and helping them through our qualification processes. We also provide assurance to the rest of the market that all companies that are signed up to the BSC are performing to the required standards. This ensures that settlement is accurate. We calculate, collect and distribute payments for the Contracts for Difference and Capacity Market schemes, which are UK Government mechanisms to encourage development of renewable energy and deliver security of supply. Elexon is managing implementation of half hourly settlement, a major enabling reform for innovation in electricity tariffs and services, which will encourage consumers to be more flexible in their electricity use and deliver greater efficiency in how the system is managed. Elexon will also deliver the market facilitator role for flexibility, where we will work to develop more open, coordinated and transparent local flexibility markets, and supporting their growth. Elexon is independent from Government, Ofgem and the electricity industry. Elexon is also neutral as we do not buy or sell electricity products in any electricity markets.

We are working to define flexibility markets more accurately. This will improve the clarity of guidance for market facilitator issues that will help providers combine value across sub-markets under more transparent and consistent rules. 💭 To further enable this, we are revitalising the Revenue Stacking Working Group as the main forum for industry input and validation, and we’d like you to be part of this journey. We're particularly looking for members who work for system operators or flexibility market participants with a background in procurement or flexibility market interactions. 📆 The first session will take place on Thursday 29 October 2026 at 11:00. The panel will be moderated by Ben W., Director of Policy and Advocacy at Electrify Britain, with fellow speakers Rachel Cary (Energy UK), Sam Mathew (Microsoft) and Stephen Watkyns CEng MIET (Portsmouth International Port). Steven will also chair the Challenge Table session, “𝐖𝐡𝐚𝐭’𝐬 𝐇𝐨𝐥𝐝𝐢𝐧𝐠 𝐁𝐚𝐜𝐤 𝐄𝐧𝐞𝐫𝐠𝐲 𝐅𝐥𝐞𝐱𝐢𝐛𝐢𝐥𝐢𝐭𝐲?”, exploring the market, financial, technological and operational barriers to wider business participation in energy flexibility. 𝐄𝐥𝐞𝐱𝐨𝐧’𝐬 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐞 𝐭𝐨 𝐎𝐟𝐠𝐞𝐦’𝐬 𝐜𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 Elexon welcomes the proposed policy rationale and governance framework for the Smart Data Repository (SDR), which has the potential to improve access to #electricity data, building on the data and infrastructure established through Market-wide Half-Hourly Settlement (MHHS). The SDR could support better system planning, research, innovation, consumer-led flexibility and new digital services, while maintaining appropriate safeguards for privacy, security and regulatory oversight. Our response highlights the importance of a clear, proportionate and flexible framework that builds on existing governance arrangements, provides clarity on legal requirements and consent, and supports effective delivery and the SDR’s future development. It was great to see industry and policy experts come together to explore the future of energy storage and flexibility in the UK. Steven Gough, Elexon’s Head of Flexibility, joined the Westminster Forum Projects Energy, Environment & Transport Forum policy conference to discuss the next steps for UK energy storage policy, regulation and market development. Steven discussed #demand-side flexibility and distributed #storage alongside speakers from the Department for Energy Security and Net Zero (Duncan Stone), and the ADE . Steven emphasised Elexon’s role in improving coordination across flexibility markets and the need to design market infrastructure and processes that can operate at scale. The discussion also addressed how aggregation, standardisation and better interoperability can accelerate the growth of distributed flexibility. Steven concluded with a clear message: “The opportunity is no longer simply to create more flexibility markets, but to make them work for a much wider range of participants. For households, businesses and distributed storage to play a meaningful role, we must make it easier to identify opportunities, understand their value, choose the right route and participate at scale. That is the challenge -and where we believe Elexon can play an important role.” Read the latest updates and news on our market facilitator role: https://lnkd.in/eestqAap Chris Pritchett, Partner, Shoosmiths Andrew Clint, CEO, myenergi Mike Still 🔴🟡🟢🔵, Chair, Kight PowerHub #Elexon #MarketFacilitator #Flexibility
