It led to us making difficult decisions, including scaling back on hiring apprentices, graduates and trainees. At the time, it seemed like the right decision, but fast forward a few years, we didn’t have the right people to fill the jobs, and it quickly became apparent that we hadn’t made the right call. It was a steep, hard learning curve. So, when I joined Balfour Beatty plc, I made a commitment. A commitment to grow and develop the next generation of talent. Leo Quinn shared thisLast week, I had the privilege of attending the book launch of A Talent for Giving by John Studzinski. His “time, truths and treasures” framework is a powerful reminder that generosity isn’t just financial - it’s about sharing our experiences, networks and time. This message resonated deeply with me. As leaders, we have a responsibility to nurture the next generation. We must stop and think: “whose journey am I helping to guide?” A single conversation can shift someone’s path. Through Balfour Beatty’s reverse mentoring programme, I’ve had the pleasure of learning from AyoOluwa Ogunbambi-Alao, who joined us as a Graduate Electrical Engineer and is now a Project Manager in our Power Transmission & Distribution business. Since 2019, our conversations have been rich with insight - and I hope, mutual growth. I was lucky enough to catch up with Ayo again for lunch yesterday to carry on the conversation. It's easy to underestimate the power of listening and sharing. Time invested in each other is one of the most generous gifts we can give.

On Wednesday, I presented our 2025 half year results - my last as Group Chief Executive. On 8th September, I hand over to Philip Hoare – a proven leader with over 30 years’ in our industry. Leo Quinn liked thisLeo Quinn liked thisAfter 40 years working in the construction and infrastructure maintenance industry I have decided it is time to hang up my hard hat and earlier this week Balfour Beatty announced that I was retiring at the end of June. It has been a very memorable 40 years during which time I have worked for just 3 employers starting way back in 1986. I joined Amey as a junior engineer and left them 24 years later in 2010 and look back with fondness at the experiences I had and the opportunity to work with many fantastic people. After leaving Amey I spent an enjoyable 2 ½ years working with Peter Shone at JPCS. This was a real eye opener and I learnt so much about the SME world and the many challenges that SME’s face every day that are rarely experienced in the Corporate world. Peter and I had a blast entering the world of renewable energy and we played our part in shaping the early years of industrial solar power in the UK. And then in 2013 Balfour Beatty offered me a role in their Living Places business where I have spent the last 13 years. I joined as Operations Director and in 2017 was offered the role of Managing Director – a proud moment for me and I thank the organisation for trusting me with this amazing opportunity. Nearly 10 years later and I have spent time as Interim CEO of UKCS, Executive Sponsor of the Multi Cultural Affinity Network (what an amazing learning opportunity), several years leading the Ground Engineering Business and doing all this whilst leading a fantastic team of committed and talented people in BBLP. Balfour Beatty is an industry leader with a bright future and I was privileged to work with many of the best people in the industry. There are far too many people for me to thank for their support, sponsorship and friendship during the last 40 years but I do want to call out Chris Webster and Leo Quinn for the trust they put in me and their unwavering support and belief in my ability. I will savour the next 3 months or so as I work towards my retirement date of the 30th June and I look forward to a few retirement celebrations.

We have asked the Chancellor to prioritise delivery over new announcements, focus on regionally impactful schemes, invest in resilience and renewals, and provide funding certainty. And today, I am joining the Infrastructure and Connectivity Group meeting with James Stewart as the guest speaker to discuss project accountability and delivering better outcomes. Regulators approve Temple Mills depot access, paving way for international rail services The Office of Rail & Road (ORR) granted access to Temple Mills International depot today to Virgin Trains, clearing a key hurdle toward cross-border train services via the Channel Tunnel. Interesting to see the UK leaning into planning reform to create more certainty and accelerate housing and infrastructure delivery. Great insights from my Stantec colleagues. In California, we are wrestling with the same core issue. From CEQA streamlining efforts to legislation like SB 330 and other housing accountability measures, the state is actively trying to reduce friction in the entitlement process while maintaining environmental protections and public transparency. Our planners and environmental teams work every day at the intersection of policy reform, environmental review, and implementation. The challenge is not choosing between protection and production. It is designing systems that can responsibly do both. Different geography. Birmingham City Council has launched the procurement for a £400M framework to provide technical and professional services for highways and infrastructure projects. The Transportation and Infrastructure Professional Services Framework, will run for up to eight years if more than one supplier is appointed, with an anticipated start date of 26 January 2026 and an end date of 25 January 2034. If only one supplier is appointed, the contract term would be limited to four years. The council expects to appoint up to four firms to the framework. The council estimates the framework’s total value at £400M of which roughly £240M is earmarked for Birmingham City Council’s own projects. The agreement will be open for use by other local public bodies in the East and West Midlands, subject to separate access agreements. The framework is described as multi‑disciplinary and will cover design and delivery services for transportation, civil engineering, highways and wider infrastructure works. Typical tasks listed in the procurement documents include highway improvements, bridge and culvert works, town‑centre public realm projects, drainage improvements, traffic control and road‑safety auditing, street lighting, transport planning, structural engineering, environmental and air‑quality advice, archaeological investigations, and programme and risk management. NEC4 contract terms will be used for call‑off contracts. The council has set expectations that appointed consultants bring national and international experience and sufficient staff capacity across the required disciplines. Suppliers will need to be registered on the government’s Central Digital Platform. In a notable move to promote smaller businesses, Birmingham intends to require suppliers to subcontract a minimum of 20% of services to small and medium‑sized enterprises (SMEs) through their supply chains, rather than creating separate specialist sub‑lots. The council says this is in line with public procurement guidance encouraging SME participation. The procurement will establish an “open framework” that can be reopened at specified points during its lifetime to allow additional suppliers to bid to join. The council plans at least two reopenings: once within three years of the first award and again within two years of the second award. When a framework is reopened a new agreement will be created and the previous framework will effectively close, although any call‑off processes already under way may continue.

A major construction milestone on phase five of Talbot Gateway’s regeneration has been reached after partners gathered for a special steel signing ceremony to mark progress on the Ministry of Defence’s (MOD) new Blackpool office building. The MOD’s move into the heart of Blackpool marks the latest phase in the Talbot Gateway’s wider £350m regeneration, providing a further boost to the local economy and driving footfall for local businesses. The DBS project comes from MOD’s Defence Estate Optimisation (DEO) Portfolio which is investing £5.1b in a more modern and sustainable Defence Estate. Last week, while delivering a Project Delivery Excellence programme at Essex County Council, I noticed a glass cabinet in the training room. During a break, I took a closer look… and it was full of hand-painted stones. Simple. Creative. Thought-provoking. Each one captured a small message: “Working together”, “You are enough”, “Every problem has a solution”, “Bee kind”, “It’s the little things.” That last one really resonated. Because in project delivery, impact doesn’t always come from the biggest frameworks or cleverest tools. Often, it’s built through small behaviours, done consistently: 🔷 Listen first. Solve second. 🔷 Define “good” early – scope + success. 🔷 Close the loop, every time – owner + date. 🔷 Make assumptions and decisions visible. 🔷 No surprises. Communicate early – especially when it’s hard. Individually those moments are small. But together they create trust and confidence – the ingredients for successful project delivery. I’m delighted to announce that Aberdeen Cyrenians has secured funding from SSEN Transmission’s Community Benefit Fund to launch NorthBridge - a co‑working hub built to deliver connection, purpose and practical support for workers facing redundancy and change across the North‑East. This investment gives us the capacity to act decisively at a time when individuals and families need meaningful support, not more reports and rhetoric. The pressures facing our region are escalating fast. The ongoing impact of the Energy Profits Levy, combined with the shock of BrewDog collapse and the sudden loss of hundreds of jobs this week, has laid bare what many of us have been witnessing for months: people are being hit hard, and the existing system is not meeting their needs. When livelihoods disappear overnight, people aren’t just losing income they’re losing identity, stability and direction. And right now, too many are left to navigate that alone. We need practical, joined‑up solutions. And we need them now. That’s exactly what NorthBridge is designed to deliver. It’s not another layer of duplication it’s a single, accessible space where partners come together so people only need to walk through one door to access information, opportunities and support. It really is a great privilege for Serco to be invited back as a strategic partner for the Connected Places Catapult’s fourth iteration of the Maritime Accelerator to work with SME’s alongside an excellent group of other partners on the programme; Port of Tyne, National Shipbuilding Office, University of Plymouth, Portsmouth International Port, Royal Navy Maritime Enterprise, and A.P. Moller - Maersk. This year the Maritime Accelerator is focusing on three challenge areas: autonomous maritime plant and machinery, storing and distributing future fuels, and improving safety in ports. The event gave all strategic partners the opportunity to personally meet the SME’s stepping up to the challenge. These seven SMEs will be supported on the five-month programme to help develop their innovations and progress them towards commercial readiness. AceOn Group,a battery specialist company, delivers zero-emission port-side charging systems and maritime battery solutions to replace off-grid diesel power. Fidelis AI, is developing AI simulation technologies to streamline training and testing of autonomous systems (including autonomous maritime, ground and aerial systems) enabling their safe and scalable deployment. Lorefully, is an AI platform which helps capture and share critical operational knowledge from frontline teams and communities; creating insights to improve decision making to keep people safe and systems running smoothly. H2CP LTD, has developed a linear generator to produce zero carbon power. Hydrogen and other cleaner fuels are converted into electricity and heat for use by maritime and industrial markets. HydroStar, is developing hybrid, green hydrogen-based energy generation and storage solutions, designed to address grid and infrastructure limitations in port operations. Innvotek, has developed Amphibian, a robotic crawler designed to inspect and maintain critical infrastructure – including ship hulls – above and below the waterline, including the splash zone. The platform combines advanced sensors and non-destructive testing technologies to perform complex tasks safely. UniVirtua Limited, has created dashAlpha, a platform which bonds terrestrial and satellite bearers to provide seamless and resilient connectivity on the move to allow live uninterrupted audio and video communications and data exchange when connections are poor, as is often the case in maritime applications. The companies will have an opportunity to access funding to trial solutions with the strategic programme partners, along with business and investment support, coaching, and mentoring provided by the Catapult. #Maritime #Maritimelnnovation #SME #Funding #Innovation #technology #digital #accelerator #impactabetterfuture #serco .
